This paper discusses the institutional arrangement of a new policy created in 2012 by the Ministry of Science, Technology and Innovation (MSTI) to foster entrepreneurship and innovation: the “Start-Up Brasil” (SUB) program. The policy tries to bring together private firms focused on business assistance and on venture capital (accelerators) and small firms of the information technology field that lack finance and business expertise (start-ups). Based on the functional and descriptive analyzes of the SUB, I discuss how this policy differs from other state actions described by the literature in Brazil and creates incentives for the private sector through the coordination of different public institutions. I also analyze why the policy has one “Chief Operating Officer” and how this is connected to debates on post-Weberian bureaucracies and governance models of public management. In the final part of the paper I identify new questions for further research regarding the democratic control of the policy, the inequalities between accelerators and start-ups and the long-term impacts of this type of public support.

Before the advent of synthetic fibers and cargo containers, jute sacks were the preferred packaging material of global trade, transporting the world's grain, cotton, sugar, tobacco, coffee, wool, guano, and bacon. Jute was the second-most widely consumed fiber in the world, after cotton. While the sack circulated globally, the plant was cultivated almost exclusively by peasant smallholders in a small corner of the world: the Bengal delta. This book examines how jute fibers entangled the delta's peasantry in the rhythms and vicissitudes of global capital. Taking readers from the nineteenth-century high noon of the British Raj to the early years of post-partition Pakistan in the mid-twentieth century, Tariq Omar Ali traces how the global connections wrought by jute transformed every facet of peasant life: practices of work, leisure, domesticity, and sociality; ideas and discourses of justice, ethics, piety, and religiosity; and political commitments and actions. Ali examines how peasant life was structured and restructured with oscillations in global commodity markets, as the nineteenth-century period of peasant consumerism and prosperity gave way to debt and poverty in the twentieth century. A Local History of Global Capital traces how jute bound the Bengal delta's peasantry to turbulent global capital, and how global commodity markets shaped everyday peasant life and determined the difference between prosperity and poverty, survival and starvation.

During the last three decades, corporations allied with scientists and universities, national and regional governments, and international financial institutions have, through a variety of mechanisms associated with neo-liberal globalization, acted to dispossess large proportions of the world's population of their commons' resources and enclose them for profit making. In response, throughout the global South and in the cities of the global North, large numbers of people have formed movements to defend the commons in all their variety. The idea of the commons has thus emerged as a global idea, and commons have emerged as sites of conflict around the world. The essays in this forum assess strategically the situations of selected commons in a variety of diagnostic sites where they exist, the ways in which they are being transformed by the incursions of capital and state, and the ways in which they are becoming the locus of struggle for those who depend on them to survive. Donald M. Nonini is Professor of Anthropology and Director of Graduate Studies in the Department of Anthropology, University of North Carolina, Chapel Hill. He has published numerous books, articles, and book chapters on Southeast Asian state formation, the cultural politics of Chinese transnationalism in and from Southeast Asia, and local politics in the southern United States. Global Capital and National Governments suggests that international financial integration does not mean the end of social democratic welfare policies. Capital market openness allows participants to react swiftly and severely to government policy; but in the developed world, capital market participants consider only a few government policies when making decisions. Governments that conform to capital market pressures in macroeconomic areas remain relatively unconstrained in supply-side and micro-economic policy areas. Therefore, despite financial globalization, cross-national policy divergence among advanced democracies remains likely. Still, in the developing world, the influence of financial markets on government policy autonomy is more pronounced. The risk of default renders market participants willing to consider a range of government policies in investment decisions. This inference, however, must be tempered with awareness that governments retain choice. As evidence for its conclusions, Global Capital and National Governments draws on interviews with fund managers, quantitative analyses, and archival investment banking materials.
