Book Description
Theories of Decentralization and Local Government brings fresh perspective to the debate and comparative analysis of vertical division of power; i.e. processes of decentralization and relations between central and local (self) governments. The multiple author book is not just one of many similar around the globe, as it encompasses contributions from many different academics from not only different countries, but also different continents and even more importantly, very different political traditions and cultures. This way, the book deepens and strengthens knowledge of the role of local governments in the contemporary world, and brings new value to discussions on the relationship between decentralization and development. Democracy and Decentralisation in South Asia and West Africa

Democracy and Decentralisation in South Asia and West Africa PDF Author: Richard C. Crook
Publisher: Cambridge University Press
ISBN: 9780521636476
Category : Business & Economics
Languages : en
Pages : 356

Book Description
This book is an in-depth empirical study of four Asian and African attempts to create democratic, decentralised local governments in the late 1980s and 1990s. The case studies of Ghana, Cote d'Ivoire, Karnataka (India) and Bangladesh focus upon the enhancement of participation; accountability between people, politicians and bureaucrats; and, most importantly, on whether governmental performance actually improved in comparison with previous forms of administration. The book is systematically comparative, and based upon extensive popular surveys and local field work. It makes an important contribution to current debates in the development literature on whether 'good governance' and decentralisation can provide more responsive and effective services for the mass of the population - the poor and disadvantaged who live in the rural areas.

Decentralization and Local Democracy in the World

Decentralization and Local Democracy in the World PDF Author: United Cities and Local Governments (UCLG)
Publisher: World Bank Publications
ISBN: 0821377353
Category : Political Science
Languages : en
Pages : 350

Book Description
'Decentralization and Local Democracy in the World' constitutes a global reference on decentralization by presenting the contemporary situation of local governments in all regions of the world. The report analyzes local authorities in each continent under three main themes: the evolution of territorial structures; responsibilities and power, management and finances; and local democracy. An additional chapter is dedicated to the governance of large metropolises, where rapid growth presents major challenges, in particular in the fast-developing countries of the South. This report also offers a comparative overview of the different realities concerning the state of decentralization, and how the basic indispensable mechansims for local democracy do, or do not exist in come countries. Relationships between the state and local authorities are evolving toward innovative forms of cooperation. In this context, the role of local authorities in the development of global policies is increasingly recognized. The first Global Observatory on Local Democracy and Decentralization (GOLD) Report is one of the main products of United Cities and Local Governments (UCLG). The GOLD Report is the first of what will be a triennial publication. UCLG represents and defends the interests of local governments on the world stage, regardless of the size of the communities they serve. Headquartered in Barcelona, the organization's stated mission is: To be the united voice and world advocate of democratic local self-government, promoting its values, objectives and interests, through cooperation between local governments, and within the wider international community.

Decentralization and Local Governance in Developing Countries

Decentralization and Local Governance in Developing Countries PDF Author: Pranab Bardhan
Publisher: MIT Press
ISBN: 0262524546
Category : Political Science
Languages : en
Pages : 375

Book Description
Over the past three decades the developing world has seen increasing devolution of political and economic power to local governments. Decentralization is considered an important element of participatory democracy and, along with privatization and deregulation, represents a substantial reduction in the authority of national governments over economic policy. The contributors to Decentralization and Local Governance in Developing Countries examine this institutional transformation from comparative and interdisciplinary perspectives, offering detailed case studies of decentralization in eight countries: Bolivia, Brazil, China, India, Indonesia, Pakistan, South Africa, and Uganda. Some of these countries witnessed an unprecedented "big bang" shift toward comprehensive political and economic decentralization: Bolivia in 1995 and Indonesia after the fall of Suharto in 1998. Brazil and India decentralized in an uneven and more gradual manner. In some other countries (such as Pakistan), devolution represented an instrument for consolidation of power of a nondemocratic national government. In China, local governments were granted much economic but little political power. South Africa made the transition from the undemocratic decentralization of apartheid to decentralization under a democratic constitution. The studies provide a comparative perspective on the political and economic context within which decentralization took place, and how this shaped its design and possible impact. Contributors Omar Azfar, Gianpaolo Baiocchi, Pranab Bardhan, Shubham Chaudhuri, Ali Cheema, Jean-Paul Faguet, Bert Hofman, Kai Kaiser, Philip E. Keefer, Asim Ijaz Khwaja, Justin Yifu Lin, Mingxing Liu, Jeffrey Livingston, Patrick Meagher, Dilip Mookherjee, Ambar Narayan, Adnan Qadir, Ran Tao, Tara Vishwanath, Martin Wittenberg

Democratising Local Government

Democratising Local Government PDF Author:
Publisher: Juta and Company Ltd
ISBN: 9781919713526
Category : Political Science
Languages : en
Pages : 356

Book Description
Local government is at the forefront of development. In South Africa the ambitious policy objectives of post-apartheid reconstruction and development hinge on the successful creation of a democratic tier of government close to the people. An entirely new system of 'developmental local government' has thus been introduced. As is the case in many developing countries, the responsibilities of municipalities in South Africa have been extended dramatically, often without adequate resources. Managing municipalities for development therefore requires political will and strategic intervention. The book provides a comprehensive introduction to developmental local government. It includes: the design of the new local government system and the issues posed by decentralisation; an overview of specific challenges of urban and rural municipalities; a discussion of special issues facing local government including poverty, gender and environment; new tools for local government, including budgeting, indicators, municipal partnerships and capacity building.
