During the 1980s, the education policy agenda proceeded from a consensus reached by politicians, the business community and educators to restructure the nation's public schools as a way to improve student achievement. This book begins with a critical examination of the impact of interest groups on American education since the inception of the first school system. Two restructuring proposals became extremely popular in the reform debate but stemmed from different premises about the best way to restructure the schools. The first, Public School Choice, centers on the idea that students should have the right to exit their assigned schools and attend a school of their choice. Schools would then be forced to improve because they would have to compete in the marketplace of students. The second proposal, School-Based Management, looks at the merits of strengthening the mechanism of voice for parents, students and teachers in the management of their neighborhood school. Those involved in the education process assess the needs, resources and development of local schools. Through two case studies, Minnesota and Baltimore City, the efforts and intentions of reformers demonstrate the abiility of interest groups to capture and define the purpose of a public institution at the state and local level.

The first major battle over school choice came out of struggles over equalizing and integrating schools in the civil rights era, when it became apparent that choice could be either a serious barrier or a significant tool for reaching these goals. The second large and continuing movement for choice was part of the very different anti-government, individualistic, market-based movement of a more conservative period in which many of the lessons of that earlier period were forgotten, though choice was once again presented as the answer to racial inequality. This book brings civil rights back into the center of the debate and tries to move from doctrine to empirical research in exploring the many forms of choice and their very different consequences for equity in U.S. schools. Leading researchers conclude that although helping minority children remains a central justification for choice proponents, ignoring the essential civil rights dimensions of choice plans risks compounding rather than remedying racial inequality.

The great progress of recent years towards school integration has not been uniform: pockets of resistance remain and the issues involved in school desegregation continue to arouse public controversy and confusion. Sixteen years after the Supreme Court (in Brown vs Topeka) had ruled that school segregation compelled or sanctioned by law unconstitutional, there is still no widespread understanding of the nature and scope of the issues. School desegregation and "forced" busing first brought people to the barricades during the 1960s and 1970s, and the idea continues to spark controversy today whenever it is proposed. A quiet rage smolders in hundreds of public school systems, where court- ordered busing plans have been in place for over twenty years. Intended to remedy the social and educational disadvantages of minorities, desegregation policy has not produced any appreciable educational gains, while its political and social costs have been considerable. Now, on the fortieth anniversary of the Supreme Court's epic decision, Brown v. Board of Education, the legal and social justifications for school desegregation are ripe for reexamination. In Forced Justice, David J. Armor explores the benefits and drawbacks of voluntary and involuntary desegregation plans, especially those in communities with "magnet" schools. He finds that voluntary plans, which let parents decide which school program is best for their children, are just as effective in attaining long-term desegregation as mandatory busing, and that these plans generate far greater community support.
