Les principaux éléments d'appréciation de ces évaluations proviennent d'une série de dix études de cas, dont la plupart ont été terminées au deuxième semestre 2003, qui ont porté sur des pays qui avaient achevé la rédaction d'un Document de stratégie pour la réduction de la pauvreté (DSRP). Cet ouvrage fait la synthèse de ces études de cas. Les évaluations qu'ont réalisé l'OED et le BIE sur l'initiative SRP reposent sur des études de cas approfondies portant sur dix pays (: l'Albanie, le Cambodge, l'Éthiopie, la Guinée, la Mauritanie, le Mozambique, le Nicaragua, le Tadjikistan, la Tanzanie et le Vietnam) et sur des enquêtes menées auprès des parties prenantes dans chacun de ces pays. La synthèse de ces études de cas constitue le corps de ce rapport, qui a pour objet de compléter les rapports d'évaluation principaux et d'examiner plus attentivement la situation de certains pays qui ont pris part à l'initiative. Les évaluations se fondent également sur d'autres éléments d'appréciation, notamment des analyses comparatives et des examens sur pièces. Les lecteurs trouveront dans les rapports principaux une analyse de ces données, le présent ouvrage ayant un caractère plus général et s'intéressant plutôt aux informations tirées directement des études de cas. Le principal objet des études de cas n'est pas d'analyser les politiques des États membres, mais plutôt d'évaluer les processus internes que la Banque mondiale et le FMI ont suivis pour appuyer l'initiative SRP, et les résultats enregistrés.

The debt problems of poor countries are receiving unprecedented attention. Both federal and non-governmental organizations alike have been campaigning for debt forgiveness for poor countries. The governments of creditor nations responded to that challenge at a meeting sponsored by the G-7, International Monetary Fund, and World Bank, all of which upgraded debt relief as a policy priority. Their initiatives provided for generous interpretations of these nations' abilities to sustain debt, gave them opportunities to qualify for debt relief more rapidly, and linked debt relief to broader policies of poverty reduction. Despite this, the crisis has only deepened in the first years of the new millennium. This brilliant group of contributions assesses why this has occurred. In plain language, it considers why debt relief has been so long in coming for poor countries. It evaluates the cost of a persistent overhang in debt for those countries. It also examines, head on, whether enhanced debt relief initiatives offer a permanent exit from over-indebtedness, or are merely a short-term respite.
