The book explores the promotion of Europeanness, which aims to arouse feelings of belonging to the European Union. Il confine orientale può essere considerato come uno spazio in cui per secoli si sono intrecciate e sovrapposte molteplici frontiere, di natura politica, culturale, religiosa e infine nazionale. Un luogo non solo fisico, in quanto parte dell’Adriatico e in sostanza limine fra la penisola italiana e quella balcanica, ma anche cesura tra l’Europa occidentale e quella orientale in senso generico. Proprio in quanto superficie di rottura, il confine orientale rimane certamente un nodo caratteristico nella storia d’Italia. Collocato geograficamente dalle sponde del fiume Isonzo alla displuviale alpina orientale, racchiude il Carso (triestino e goriziano) e la penisola istriana sino a Fiume e al litorale dalmata con i suoi arcipelaghi di isole fino a Cattaro. In esatta sintonia con i numerosi contrasti confinari avvenuti in Europa fra la seconda metà del XIX secolo e la prima del XX, la storia del confine orientale italiano perdura come tentativo emblematico di fissare all’interno di una regione multiforme ed eterogenea per vicende e popoli una frontiera egemonica. Limite mutevole perché sempre fissato su termini ideologici e proprio per questo di perpetua ardua demarcazione. Nel più generale panorama storiografico sulla questione, il volume intende porsi quale strumento accessibile anche a un pubblico non specialistico interessato alle tematiche istriano-dalmate. Dalla pace di Campoformio ai fermenti irredentisti di fine Ottocento, dalle rivendicazioni seguite alla Grande guerra sino alla politica fascista e all’esodo giuliano, il saggio approfondisce lo scenario diplomatico internazionale con le sue implicazioni - prima e dopo - la Seconda guerra mondiale per seguire (grazie a una ricca messe di riferimenti bibliografici italiani e stranieri) l’evolversi delle contese per la definizione confinaria. L’autore considera i molti aspetti endogeni ed esogeni in costante azione nell’area considerata, giungendo all’epoca più recente, dopo la crisi della Jugoslavia, ed esaminando i rapporti con l’Unione europea, la cooperazione interstatale e la politica culturale in atto fra Italia, Slovenia e Croazia.

La construction européenne est, depuis son origine, en perpétuel mouvement. L'évolution est constante tant au point de vue des espaces concernés que de celui des compétences, des politiques et des institutions. L'Europe des Vingt-Cinq est inachevée car, en son sein, le projet de traité constitutionnel n'est pas encore traduit dans la réalité. Le serait-il que la défiance des uns, l'indifférence des autres, pose la question de l'inachèvement de l'Europe du citoyen. Pourtant, la politique étrangère, celle de la défense ou encore la politique sociale (pour ne rien dire d'une politique économique) sont autant d'enjeux et de défis, aujourd'hui comme demain. Et ils sont de taille. L'Europe est inachevée, aussi, parce que, au-delà des adhésions annoncées de la Bulgarie et de la Roumanie, puis de la Croatie, la question du sud-est européen reste posée comme l'est celle de la vocation de la Turquie à rejoindre ou non l'Union. L'Europe est encore inachevée en tant que projet. Europe des patries, Europe fédérale, confédérale, des régions, des peuples ? En bref, quelle Europe, aujourd'hui qu'il n'est plus censé exister une « Autre Europe » ? Inachevée sans aucun doute, l'Europe est à inventer ou mieux, à réinventer. Et cet inachèvement même réclame sans doute une pédagogie qui ne soit ni celle de l'apologie sans discernement ni celle de la critique aveugle.
