Le travail réalisé ici, constitue à la fois une réflexion théorique et méthodologique autour du concept de performance, adapté à l'intervention publique française et à son financement dans le domaine des arts et de la culture. L'évolution du concept de culture, l'élargissement du champ de la politique culturelle et de ses objectifs notamment, la prise en compte de la durabilité des effets culturels, ainsi que le phénomène de décentralisation de son financement public, sont les axes principaux au sein desquels s'inscrit cette réflexion. Les collectivités territoriales et principalement les communes, sont devenues aujourd'hui les acteurs majeurs de la politique cuturelle française. Elles peuvent être considérées commes des acteurs autonomes qui développent des stratégies propres. Dans le cadre de l'évaluation de leurs politiques culturelles, l'identification et la prise en compte des stratégies apparaît donc essentielle. Résultant souvent de la pratique des acteurs, plus que d'une formalisation et d'une planification réelle, les stratégies culturelles mises en oeuvre sont un compromis entre des stratégies délibérées et des stratégies émergentes. L'analyse managériale dans une perspective des pratiques offre dès lors un cadre théorique et méthodologique pertinent à l'évaluation de la performance durable de la politique culturelle. L'analyse des finances publiques, à travers la construction d'indicateurs de moyens et de résultats, permet de mettre en lumière les stratégies des collectivités publiques. Elle doit toutefois être complétée par une démarche qualitative sous forme d'entretiens avec les acteurs concernés. Sur la base des données statistiques chronologiques du Département des études et de la prospective du Ministère de la Culture, l'évolution de la politique culturelle française fait l'objet d'une analyse macroscopique depuis 1959. Les grands postes des dépenses culturelles publiques du Ministère de la Culture, des administrations centrales et des collectivités territoriales sont présentés dans une perspective historique, permettant d'identifier la montée en puissance du rôle des communes dans ce champ. Une évaluation spécifique des dépenses et de la performance durable de la politique culturelle de la commune d'Aix-en-Provence, constitue la dernière partie de ce travail. Elle s'appuie sur une analyse fine des données budgétaires, recueillies au sein des comptes administratifs de cette municipalité depuis 1970. L'évolution des choix financiers traduisant celles des orientations politiques, un ensemble de critères d'évaluation, construits au regard des objectifs des politiques culturelles locales et des besoins des territoires, permet ainsi de bâtir une grille d'évaluation adaptée aux besoins des acteurs culturels
