En qualité d'ancien journaliste et d'auteur de quelques ouvrages spécialisés, nous avons entrepris de lire ce qui pouvait être lu et de fouiner plus avant dans les entrailles de l'Internet. Avec l'envie de parfaire nos connaissances et de les partager avec ceux et celles qui, comme nous, n'en sont encore qu'à leurs premiers pas de numismate. Notre cheminement personnel mérite peut-être d'être rapporté ici à titre d'information; plusieurs faits concrets l'ont en effet illustré Dans notre enfance, lointaine comme on peut le constater, il nous était parfois donné, le dimanche, quelques pièces de deux francs marquées au nom des Chambres de Commerce de France. Toujours dans notre enfance, il nous a, un jour, été remis une vieille pièce aux faces à demi effacées vantant, en l'an II, les mérites de la République française. À notre vingtième anniversaire, notre père nous a cérémonieusement légué un louis d'or portant la date républicaine de... 1877. Plus tard, lors d'un voyage en Afrique occidentale, un achat réalisé dans un village perdu nous a valu de recevoir en menue monnaie... trois cauris; un autre nous a permis d'empocher plusieurs pièces de 5 francs issues de la Banque centrale du Katanga indépendant. Il nous a fallu, nous devons l'avouer, laisser passer le temps, prendre une retraite bien méritée et, surtout, mener à terme les recherches nécessaires à la réalisation d'une généalogie familiale. Quand on s'intéresse au passé de ses ancêtres, on ne peut rester indifférent au terroir qui les a vus naître, à l'époque durant laquelle ils ont vécu, aux espèces sonnantes et trébuchantes qu'ils ont tenues entre leurs doigts. Bref, sans l'avoir voulu ni recherché, nous sommes passé au fil du temps d'amateur indifférent à (petit) collectionneur motivé et intéressé. Contains thirteen national reports and the general report on Money Laundering and Banking Secrecy. The reports were written for the XIVth Congress of the International Academy of Comparative Law which was held in 1994 in Athens, Greece. As narcotics trafficking exploded in the 1980s, it was realized that money laundering had become a threat to the entire integrity of the financial system. The international trend to regard money laundering as a serious threat to the stability of democracy and the rule of law found expression in the adoption of the 1988 United Nations Drugs Convention. Gradually, the international community diverged from its traditional, narrow approach whereby only the laundering of drug proceeds was considered a threat. In order to combat money laundering efficiently, it soon became clear that criminal law was not sufficient and that it was necessary for banks and other financial institutions to co-operate with law enforcement agencies. The banking community is now obliged to report suspicious transactions, which they often regard as going beyond their role as bankers. The issue of bank secrecy has played an important role in the discussion between law enforcement agencies and the banking community. Both the Council of Europe Convention on Laundering Search, Seizure and Confiscation of the Proceeds from Crime and the UN Drugs Convention require that bank secrecy should not be an obstacle to international co-operation. At the national level the seizure of bank records should not be hindered by bank secrecy.
