Le développement du Sahel suppose la résolution de problèmes considérables : - la restauration d'un milieu naturel profondément dégradé, encore sous le choc de la grande sécheresse récente ; - l'aménagement d'un espace déstructuré, qui devrait être mené dans le souci d'une adaptation constante aux possibilités et aux seuils d'une nature fragile, aux besoins, et aux aspirations d'une humanité souffrante ; - la maîtrise d'une croissance démographique désordonnée et difficilement supportable ; - la conversion de sociétés - le plus souvent hiérarchisées et aristocratiques - en une démocratie réelle, qui permette l'accession des pasteurs et des paysans aux pouvoirs locaux, régionaux et nationaux ; - le dépassement des vieilles haines et divisions ethniques ; - l'insertion du Sahel dans une économie mondiale à la recherche d'un nouvel équilibre, ce qui implique la nécessaire réforme des conceptions et des techniques d'aide et de coopération.
