The ecstatic election of President Jean-Bertrand Aristide in 1990, his American-supported restoration to office in 1994, and the peaceful election in 1995 of President René Préval were harbingers of a radically new and promising era in Haitian political and economic life. For the first time in Haiti's 190-year old independent tradition, men of and chosen by the majority of Haiti's people had gained power, and attained their positions legally and peacefully. With a five-year presidency, Préval now has the opportunity to reconstruct and remold the Haitian state, to raise Haitian living standards, and to create a new political culture of democracy and tolerance. The future of his country, and the success of Haiti's last best chance to break its chains of poverty, desperation, and deprivation, depend on the choices that he and his colleagues make in the months ahead. Since the economic decline in the early 1980s, most countries in Central America and the Caribbean have returned to positive growth rates. The recovery often coincided with or followed extensive neoliberal reforms. The contributors to this book address the crucial question of whether these growth rates are sustainable. Several aspects of sustainability are assessed, in particular macroeconomic, social, and ecological aspects. The book includes both comparative analyses focusing on one of these aspects of sustainability, and country case studies. The conclusion is that these countries have not yet arrived at a sustainable growth path due to, for example, high levels of foreign and domestic debt, worrisome trade gaps, a lack of social integration and irresponsible exploitation of natural resources. In sum, the analysis points to serious weaknesses in the current neoliberal model, the implications of which go far beyond this particular region.

Pendant la période coloniale, l'éducation était réservée à une catégorie d'enfants. Après l'indépendance, le fonctionnement du système n'a pas permis de prendre en compte tous les enfants. Plus de 500 000 enfants n'ont pas accès à l'éducation. De ces exclus, plus de 10 000 seraient livrés aux activités de rue. Victimes de la marginalisation sociale, ils vivent une socialisation marginalisée. Le Plan National d'Education et de Formation (PNEF) étalé sur 10 ans (1997-2007) ayant pour objectif la massification de l'enseignement par l'expansion de l'offre scolaire n'aboutit pas. Aux heures de classe, traînent à travers les rues, les jeunes et les enfants les plus démunis. Ainsi, la population vulnérable se reproduit car les parents pauvres n'arrivent pas à assurer une mobilité intergénérationnelle. La probabilité pour que les progénitures de ces dernières vivent dans l'extrême pauvreté est très grande. L'école haïtienne est une courroie de transmission de la reproduction de la pauvreté. Deux faits sociaux sont donc étudiés : le système éducatif et le phénomène des enfants et des jeunes de la rue en Haïti. Le fil conducteur de notre travail est que le phénomène des enfants et des jeunes de la rue est une résultante des mécanismes de fonctionnement du système éducatif qui facilite parallèlement, par le traitement inégalitaire et par l'abandon social, le développement d'une école marginalisée pour les familles les plus démunies. Les données empiriques dont nous disposons nous permettent de valider notre hypothèse. Malgré la volonté d'aller à l'école, la rue est pour eux, l'unique espace de formation et de socialisation. L'enfant ou le jeune de la rue est donc un abandonné social.
