Une des préoccupations actuelles des différents acteurs du secteur bâtiment et travaux publiques est de construire de manière durable, c'est-à-dire en utilisant des matériaux de construction performants, de haute qualité environnementale, avec le moins d'impact possible sur le territoire concerné. C'est également le choix de différents fabricants de matériaux, de constructeurs et des utilisateurs qui visent la conception de projets de construction écologiques dont les méthodes et les choix de matériaux et techniques de construction doivent converger. Différentes sensibilités et priorités de la part des intervenants de cette chaîne de construction peuvent s'opposer ou du moins différer : il faut donc définir les buts précis liés à la minimisation d'impacts environnementaux. Pour réaliser ces objectifs éco-innovants et éco-responsables, il convient de préciser quels indicateurs un acteur de la construction devrait considérer afin de traiter les problématiques environnementales variées et parfois divergentes. Ce mémoire s'inscrit dans la dynamique de recherche et de définition des paramètres de solutions écoresponsables dans la construction de bâtiments. Ce travail consiste d'une part, en une recherche bibliographique portant sur l'analyse des normes et labels actuels et, d'autre part, en l'analyse d'un éco-quartier, permettant de définir de tels paramètres.

Fiscal Disobedience represents a novel approach to the question of citizenship amid the changing global economy and the fiscal crisis of the nation-state. Focusing on economic practices in the Chad Basin of Africa, Janet Roitman combines thorough ethnographic fieldwork with sophisticated analysis of key ideas of political economy to examine the contentious nature of fiscal relationships between the state and its citizens. She argues that citizenship is being redefined through a renegotiation of the rights and obligations inherent in such economic relationships. The book centers on a civil disobedience movement that arose in Cameroon beginning in 1990 ostensibly to counter state fiscal authority--a movement dubbed Opération Villes Mortes by the opposition and incivisme fiscal by the government (which for its part was eager to suggest that participants were less than legitimate citizens, failing in their civic duties). Contrary to standard approaches, Roitman examines this conflict as a "productive moment" that, rather than involving the outright rejection of regulatory authority, questioned the intelligibility of its exercise. Although both militarized commercial networks (associated with such activities trading in contraband goods including drugs, ivory, and guns) and highly organized gang-based banditry do challenge state authority, they do not necessarily undermine state power. Contrary to depictions of the African state as "weak" or "failed," this book demonstrates how the state in Africa manages to reconstitute its authority through networks that have emerged in the interstices of the state system. It also shows how those networks partake of the same epistemological grounding as does the state. Indeed, both state and nonstate practices of governing refer to a common "ethic of illegality," which explains how illegal activities are understood as licit or reasonable conduct.

A homage to the 1973 publication of Architecture and Utopia by Manfredo Tafuri—echoed in the title—this book is devoted to the radical experiences of the 1960s and to their consequences for the most recent developments in contemporary architecture. As a response to the profound crisis of Western culture the emerged in the 1960s, radical artists from Italy, Austria, England and Japan called into question the foundations of modernist utopias. They transmuted the difficulties of capitalism into a repertory of startling images that revealed the disturbing realities of consumer society, even in those places still resistant to the penetration of modern architecture, such as Superstudio and Archizoom’s Florence. Their model, though exhausted in the space of experimentation, went on to inspire a generation of architects, from the High Tech movement to Rem Koolhaas, who sought to employ the paradigm of dystopia as both a visionary and a constructive method, one which could operate on the architecture of late capitalism and generate unexpected possibilities for urban planning. In the light of these examples, how to define a unified “dystopian” method of design, i.e. a common ground for an architecture that, by its very nature, seems to resist systematization? Are the most recognizable architectural expressions of this theoretical framework—characterized by brazen displays of technology and structures of overwhelming scale—merely isolated cases, albeit of particular iconic power? Or do they belong to a wider landscape of antirational architectural projects? And to what extent are these disturbing expressions premised on the utopian tradition or, better yet, the conceptual model of “negative thought”? The goal of this book is to respond to such questions, thus initiating an open dialogue about the legitimacy of this critical category.
