Este libro fue concebido a partir de un ciclo de conferencias realizado en la Universidad Externado de Colombia en el que participaron profesores de diferentes áreas del conocimiento. El propósito principal de este trabajo es resolver la cuestión que se plantea en el título del mismo, abordando diferentes perspectivas, desde la teoría de las relaciones internacionales hasta la economía, pasando por temas transversales como las migraciones o la sociedad civil. De esta manera se pretende continuar con la serie Lecciones sobre Europa que comenzó con el libro que se editó para los estudiantes de la Cátedra Europa de la Facultad de Finanzas, Gobierno y Relaciones Internacionales. Sin embargo, en esta segunda parte solo se toma en cuenta la situación coyuntural de la Unión Europea para dilucidar si en más de veinte años de creada, esta ha logrado consolidarse como un actor global significativo en la sociedad internacional. Los ensayos propuestos no tienen un orden específico estipulado por algún criterio concreto más que el de la lógica, en cuanto a cómo abordar el tema, en la que los autores se pusieron de acuerdo. Por otra parte, cada uno de los artículos ha pasado por el debate interno entre los colegas que han colaborado en la elaboración del libro, haciendo cada uno las correcciones propuestas en tales discusiones. Por tanto, la riqueza del libro se encuentra en la múltiple perspectiva para abordar el tema de la consolidación de la Unión Europea como actor global que pretende que el lector juzgue y valore, por sí mismo, si dicha organización ha logrado el objetivo aquí propuesto.

Can the euro challenge the supremacy of the U.S. dollar as a global currency? From the time Europe’s joint money was born, many have predicted that it would soon achieve parity with the dollar or possibly even surpass it. Based on twenty case studies of universities worldwide, and on a survey administered to leaders in 101 universities, this open access book shows that, amidst the significant challenges caused by the COVID-19 pandemic, universities found ways to engage with schools to support them in sustaining educational opportunity. In doing so, they generated considerable innovation, which reinforced the integration of the research and outreach functions of the university. The evidence suggests that universities are indeed open systems, in interaction with their environment, able to discover changes that can influence them and to change in response to those changes. They are also able, in the success of their efforts to mitigate the educational impact of the pandemic, to create better futures, as the result of the innovations they can generate. This challenges the view of universities as "ivory towers" being isolated from the surrounding environment and detached from local problems. As they reached out to schools, universities not only generated clear and valuable innovations to sustain educational opportunity and to improve it, this process also contributed to transform internal university processes in ways that enhanced their own ability to deliver on the third mission of outreach
