Excerpt from Leading Cases on International Law, Vol. 1: With Notes Containing the Views of the d104-Writers on the Topics Referred to Supplementary Cases, Treaties, and Statutes; Peace I fully share the regret expressed by Mr. Picciotto in his obituary notice of the late Professor Pitt Cobbett in the British Year Book of International Law, 1920-21, that the Professor did not live to give us yet another edition of his Leading Cases. As Mr. Picciotto reminds us, this work is far more than a mere collection of cases. "The commentaries," he says, "with which Professor Pitt Cobbett enriched the leading decisions were full of erudition and marked by qualities of clear and powerful thought and lucid expression." It was in the Third Edition that Professor Pitt Cobbett departed from the original design of his work by the addition of systematic notes. His declared object was to "ensure a greater continuity of treatment and a fuller consideration of many recent changes both in the subject-matter and literature of international law." This object was successfully achieved, but only at the cost of making one volume into two. To have continued this line of treatment would have involved making two volumes into three. In preparing this edition, I have left the text substantially unaltered, and have refrained as far as possible from adding to the bulk of the notes. In respect of the latter, my principal object has been to bring them up to date. I have eliminated obsolete matter and reduced redundant cross-references.
