This study investigates how attitudes of school leaders predict the number of physical restraints that occur in schools that serve students under IDEA. This study focuses on the attitudes of school leaders from the geographical regions of Virginia in public and private schools. The “Educational Leadership and Behavioral Interventions” survey was used to gather research from 33 schools within Virginia. After collecting the data through the survey, the data was analyzed using a predictive correlation research design. The bivariate linear regression was used to analyze the predictor and criterion variables using SPSS. Based on the results of the data analysis, there was not sufficient evidence to reject the null hypothesis. The survey results show a range of school leader beliefs related to the use of physical restraint in the school setting and give greater insight into the thoughts of current school leaders that have the position to be able to influence the school environment. Based on the survey responses, there is a need for continued and further research in the area of physical restraint including additional research and discussion regarding this topic.

The Future of Nursing explores how nurses' roles, responsibilities, and education should change significantly to meet the increased demand for care that will be created by health care reform and to advance improvements in America's increasingly complex health system. Although a substantial body of literature exists defining physical restraint procedures and describing parameters for its use, particularly in psychiatric settings, little has been published on the extent to which educators use physical restraint procedures in school settings. The purpose of this study was to explore the frequency of the use of physical restraint in day treatment and residential schools. Concomitantly, the study investigated school leader behaviors and attitudes associated with physical restraint. Principals of day treatment schools and residential programs for students in grades 1-6 in the Middle Atlantic region completed the survey. Analyses of the data reveal that educators in day treatment and residential schools vary in their use of physical restraint with children having emotional and behavioral disorders, with about one-third of schools reporting an average of 1-3 times per week. Over half of the programs surveyed use basket holds and prone restraints with students in the day treatment and residential facilities. Although physical aggression towards staff members and physical aggression towards students were the most common antecedents to physical restraint, students were also restrained for engaging in property destruction, making physical and verbal threats, leaving the classroom or building, and refusing to follow teacher directions. Significant findings were found in relation to leader attitudes and the frequency of physical restraint. While most administrators working with students with behavioral disorders agree that physical restraint is needed to keep their schools safe, over two-thirds of respondents reported that they either do not know or disagree that there is sufficient research supporting the use of physical restraint to decrease violent behavior in children. Almost 90% of administrators disagree that physical restraint is overused in their schools. Implications for improving educational services for students with behavioral disorders are discussed. Recommendations for future research in the area of physical restraint are shared.

In Mobilizing Restraint, Emmanuel Teitelbaum argues that, contrary to conventional wisdom, democracies are better at managing industrial conflict than authoritarian regimes. This is because democracies have two unique tools at their disposal for managing worker protest: mutually beneficial union-party ties and worker rights. By contrast, authoritarian governments have tended to repress unions and to sever mutually beneficial ties to organized labor. Many of the countries that fall between these two extremes--from those that have only the trappings of democracy to those that have imperfectly implemented democratic reforms--exert control over labor in the absence of overt repression but without the robust organizational and institutional capacity enjoyed by full-fledged democracies. Based on the recent history of industrial conflict and industrial peace in South Asia, Teitelbaum argues that the political exclusion and repression of organized labor commonly witnessed in authoritarian and hybrid regimes has extremely deleterious effects on labor relations and ultimately economic growth. To test his arguments, Teitelbaum draws on an array of data, including his original qualitative interviews and survey evidence from Sri Lanka and three Indian states--Kerala, Maharashtra, and West Bengal. He also analyzes panel data from fifteen Indian states to evaluate the relationship between political competition and worker protest and to study the effects of protective labor legislation on economic performance. In Teitelbaum's view, countries must undergo further political liberalization before they are able to replicate the success of the sophisticated types of growth-enhancing management of industrial protest seen throughout many parts of South Asia.
