Jusque dans la décennie 1970, la théorie du risque s'est, dans la pensée économique, focalisée sur le mono-risque. Depuis la décennie 1980, la théorie économique du risque englobe le multirisque. Dans cette étude, le concept de risque pétrolier maritime est relatif au multirisque, qui renvoie à un système de deux risques principaux : le risque corps du navire pétrolier et le risque de pollution pétrolière maritime. Le risque en transport pétrolier maritime, relevant du multirisque dépendant, est, par sa composante "risque de pollution pétrolière", un nouveau risque, lequel ne peut être couvert par des méthodes d'assurances. L'application de la théorie économique du risque au transport pétrolier maritime présente alors des limites. Sur une base réglementaire et juridique, cette étude retient la performance par la gestion de la qualité totale. A ce titre, les stratégies suivies par les divers partenaires impliqués dans le transport pétrolier maritime sont analysées. Il en ressort deux conséquences. La première concerne la flotte pétrolière, dont la surcapacité comprime les taux de fret pétroliers. Le renouvellement de la flotte pétrolière, à partir de pétroliers (modernes) de bonne qualité et à double coque n'est possible que si ces taux de fret sont fortement rémunérateurs et autorisent la couverture de la totalité des coûts du transporteur pétrolier, pour permettre à ce dernier, d'acquérir des pétroliers modernes. La seconde conséquence est que, seule l'application stricte des dispositions réglementaires et législatives, pourrait contribuer à permettre au transporteur pétrolier, d'obtenir de taux de fret pétroliers rentables, par l'élimination des pétroliers sous norme.
