How has French society been made, by whom and why? And how in turn has it influenced the French? This book sets out the institutionalized rules and norms that continue to structure France, together with the ‘political work’ that has recently changed or reproduced these power relations. Exploring a range of age groups and types of social activity, including work, business, entertainment, political mobilizations and retirement, Made in France examines where significant change has occurred over the last four decades. Smith argues that while transformation has occurred in France's financial and education sectors, only relatively marginal shifts have occurred elsewhere in French society. To explain this pattern of continuity and isolated change, the book strongly nuances claims that neo-liberalism, globalization or a rise in populism have been its causes. References to these trends have impacted upon French politics to varying extents, Smith argues; however, France continues to be dominated by issues which are specific to the country and linked to its deep societal structures and history. In 1871 Paris was a city in crisis. Besieged during the Franco-Prussian War, its buildings and boulevards were damaged, its finances mired in debt, and its new government untested. But if Parisian authorities balked at the challenges facing them, entrepreneurs and businessmen did not. Selling Paris chronicles the people, practices, and politics that spurred the largest building boom of the nineteenth century, turning city-making into big business in the French capital. Alexia Yates traces the emergence of a commercial Parisian housing market, as private property owners, architects, speculative developers, and credit-lending institutions combined to finance, build, and sell apartments and buildings. Real estate agents and their innovative advertising strategies fed these new residential spaces into a burgeoning marketplace. Corporations built empires with tens of thousands of apartments under management for the benefit of shareholders. By the end of the nineteenth century, the Parisian housing market caught the attention of the wider public as newspapers began reporting its ups and downs. In this work, Timothy Smith argues that although post-World War II politicians have attempted to take credit for the creation of the welfare state, the social reform movement in France actually grew out of World War I. Smith shows that French social spending before World War II was well above the European average and demonstrates that the present welfare state is based on a structure that already existed but was expanded and consolidated with great political fanfare during the 1940s. Smith shows that France's most important social legislation to date - providing medical insurance, maternity benefits, modest pensions, and disability benefits to millions of people - was passed in 1928 (and amended and put into practice in 1930). This law covered over 50 per cent of the population by 1940. Few other nations could have claimed this sort of social insurance success. As well, by 1937 the centuries-old public assistance residency requirements had been transferred from the local to the departmental (regional) level. France's success in introducing important social reforms may require us to rethink the common view of interwar France as a time of utter political, economic and social failure.
