Leasing of capital assets has become an important financing method, not only in the United States but in most West European countries as well. As a result, more and more often, practitioners and theorists are confronted with the lease-or-purchase issue. It may be rather difficult, however, to resolve this issue since there is a multitude of lease-or-purchase models that vary widely in assumed initial conditions, form, and content. In this book, I review and evaluate a number of these models, paying attention to financial leases as well as to operating leases. The models will be analyzed verbally, by means of a numerical example and utilizing uniform mathematical nota tion. After having discussed the theoretical achievements in this area, I investigate the reasons why preference is given to leasing in real-world situa tions and then look into any differences in legal provisions, income tax systems, and accounting regulations in various countries as they may affect the leasing of capital assets. Consequently, I feel that this book is a helpful instrument for both theorists and practitioners confronted with the lease-or purchase decision. Many people made valuable contributions toward developing this book, among others my colleagues of the Department of Business Finance of Erasmus University, Rotterdam. Only 4 percent of arable land in sub-Saharan Africa is irrigated, using just 2 percent of the available water resources. Furthermore, 18 percent of the area equipped for irrigation is not utilized at all and the intensity of use varies between 50 percent and 80 percent. This highlights the huge potential available for intensifying and expanding irrigated area, provided that the investments required can be successfully mobilized. However, it must be noted that if investments in irrigation are to yield satisfactory returns, investments must also be made in a series of related activities. Current global figures for the amount of private investment in irrigation confirm that good returns can indeed be achieved. Prospects for sub-Saharan Africa would be far more favorable if public development assistance, particularly foreign direct investments, did not show declining trends.

This volume presents a reasoned study of the discourse connectives of attainment of the French language. For the most part, the studies on connectives are based on referentialist descriptive frameworks, which are sustained more or less explicitly on what we have called the general problem of causality, the epistemological foundation of a scientific paradigm which has been used for centuries but which, in our opinion, is now outdated. In the first place, we have submitted this old paradigm to critical debate, showing the limits of its scientific validity. Next, we have placed ourselves in a non-referentialist linguistic framework, the Theory of Argumentation in the Language-System, developed by the French linguist Oswald Ducrot, in which we have formulated a new descriptive proposal for discourse connectives, taking into account both the argumentative configuration and the polyphonic configuration of each of the discourse dynamics generated around a given connective. We have described the argumentative configuration in terms of semantic blocks, and the polyphonic configuration in terms of discourse algorithms, original and innovative heuristic instruments with which we attempt to stimulate a new approach to language more in line with the general scientific approaches of the 21st century, and with the new scientific paradigm which is currently valid.
