This publication examines the effectiveness of aid agency projects in relation to social development work, which are based on four key concepts of social sectors; safety nets; inclusion, equity and empowerment; and social relations. The report draws on recent and ongoing OED evaluations supplemented by other data including a portfolio review, a literature review, individual surveys and a review of country assistance strategies. Four main recommendations are made to improve policy outcomes, including the need to ensure that stated Bank or policy priorities receive adequate treatment across regions and countries, with better strategic planning to address current skills and monitoring and evaluation gaps.

Western ideas, worldviews, actors, tools, models, and frameworks have long dominated development theory and practice in Africa. The resulting development interventions are too rarely locally rooted, locally driven, or resonant with local context. At the same time, theories and practices from developing countries rarely travel to the Western agencies dominating development, undermining the possibility of a beneficial synergy that could be obtained from the best of both worlds. There are many reasons why the experiences of locally driven development are not communicated back to global development actors, including, but not limited to, the marginal role of Southern voices in global forums. Globalizing the Postcolony: Contesting Discourses of Gender and Development in Francophone Africa is a study of development in the former French colonies of West Africa. It takes as its starting point the international community's reporting on human and social development and gender in the developing areas, which began systematically in 1990 and which has provided a framework for policy-making in this field. This study analyzes current thinking on the challenges facing gender and development in Africa, before moving on to examine the historical factors marking the gender and development profile of the francophone West African region. Through an analysis of gender politics in the region from pre-colonial to postcolonial times, the book examines the gradual incursion of exogenous gender policies into the region throughout the 20th century.
