[Résumé en français] Même si la soumission au droit public reste prégnante , les collectivités territoriales françaises disposent de marges de manoeuvre pour choisir et organiser le mode de production des services publics locaux qu'elles entendent fournir à la population. L'évolution technologique, la diversification des attentes sociales et la pression normative compexifient le processus de délivrance des prestations publiques et incitent les organisations publiques locales à se tourner vers des prestataires externes. Limpartition consiste à organiser un partage durable d'activités entre un donneur d'ordres et des partenaires. En management public local, elle prend des formes multiples : la sous-traitance dans le cadre de la délégation de service public ou de marchés piblics ; le transfert en direction de structures où l'organisation publique locale est partie prenante (établissement public de coopération intercommunale, société d'économie mixte, etc); la prise en charge de tâches d'intérêt collectif par des individus ou des associations. Nous proposons une démarche d'analyse stratégique pour impliquer les partenaires idoines sur différents segments du processus de production (chaîne impartitionnelle) puis nous tirons quelques enseignements sur la nature des outils organisationnels et de gestion à développer pour éclairer un choix dominé jusqu'à présent par des paramètres politiques. Nous illustrons nos propos par l'etude de deux domaines d'intervention publique locale : le champ sportif et l'elimination des déchets ménagers.
