Newport Paper 21, Latin American Security Challenges: A Collaborative Inquiry from North and South, helps reopen the door to serious analyses of the relationship between Latin American national security issues and American strategic interests. The monograph consists of an introduction and conclusion and three substantive essays analyzing specific issues facing Latin America. The first essay, Latin America's Lawless Areas and Failed States, builds upon the concepts of failed states and borderless regions to suggest how criminals and perhaps terrorists can find refuge and support in localities outside the control of states. The second essay, Security Implications of Poor Economic Performance in Latin America, provides a solid introduction to the interconnection of economic behavior and the national security threats facing both Latin American governments and the United States. The final essay, Chinese Interests in Latin America, speculates on the interest of China in the region, with particular attention to the potential roles played by immigration and Chinese ownership of firms charged with operation of both access ports to the Panama Canal. It is the authors' hope that this work will help reinvigorate sound thinking about U.S. policies toward Latin America and encourage closer cooperation between strategists and scholars in both regions. Such cooperation would provide real benefits to the national security communities and military establishments in the United States and many critical Latin American countries. The work published in this volume represents an important effort by scholars in Argentina and the United States to share assessments of security challenges and options available to governments throughout the Americas. The result is a set of assessments from North and South as researchers in the two countries have grappled to reach shared judgments and policies that make sense at both ends of the hemisphere.

Sometimes lost in the deluge of attention devoted to national security challenges in the Middle East and Asia is the importance of America's own backyard, the countries and waters of Latin America and the Caribbean. Even as the United States combats terrorists and their state supporters in the greater Middle East, and even as long-range planners cast wary eyes on the growing power of China, American strategists cannot and should not neglect the threats or challenges closer to home. After all, as this volume and others point out, Latin America is a key economic partner, both a market for American products and a source of many of the goods North Americans have come to take for granted. Moreover, the distance between the two regions is not great; inevitably crises and festering problems in Latin America lead to such problems in the United States as illegal immigration. Conversely, the American struggles against al-Qa'ida and other transnational threats may bring unwanted attention to places like the tri-border region as terrorists transit or seek refuge. In this monograph, the author argues that China's pursuit of longterm strategic objectives is leading the country to increase its presence in Latin America, with serious national security implications for the United States. Sustained Chinese economic growth requires ever greater quantities of basic commodities such as petroleum products, coal, iron and steel, and strategic minerals. As the new generation of Chinese leadership under Hu Jintao has moved away from the more cautious approach of his predecessor, Jiang Zemin, China has begun to aggressively court Latin America as its principal source of supply outside Asia. Figures from the Chinese National Statistics Office show that, for example, 77 percent of all Chinese foreign investment outside Asia in 2003 went to Latin America. The pattern of Chinese investment in countries such as Argentina, Brazil, and Chile suggests that the Asian giant is seeking to assure access to critical commodities by constructing vertically integrated supply networks over which it has leverage. China is purchasing interest in key Latin American suppliers such as the Canadian minerals firm Noranda, or the Argentine oil subsidiary PlusPetrol Norte. It is also building cooperative relationships with supplier governments such as the joint oil exploration and refinery construction deals signed with Venezuela and Brazil in 2004. Where necessary, China is also investing in the infrastructure of Latin American countries to help them more effectively bring their products to market. In addition to documenting China's aggressive new posture in specific Latin American countries, this monograph argues that the expanded Chinese trade and investment presence in the region ultimately will give China a stake in the politics of the region and may tempt it to become involved in the region's security affairs. Expanded Chinese trade and investment in Latin America, for example, will expand greatly the community of Chinese nationals in the region.

This book examines 80 such safe havens which function outside effective state-based government control and are sustained by illicit economic activities. Brown and Hermann call these geographic locations ‘black spots’ because, like black holes in astronomy that defy the laws of Newtonian physics, they defy the world as defined by the Westphalian state system. The authors map flows of insecurity such as trafficking in drugs, weapons, and people, providing an unusually clear view of the hubs and networks that form as a result. As transnational crime is increasing on the internet, Brown and Hermann also explore if there are places in cyberspace which can be considered black spots.
