La aproximación a cualquier estudio académico y científico sobre el Gobierno y la Administración Pública en las democracias contemporáneas debe comenzar necesariamente por su interpretación como unos componentes esenciales del Estado, que desempeñan un importante cometido: la materialización de los fines estatales.
