La reciente crisis generada por la invasión de Rusia a Ucrania ha hecho replantear, desde todas las instituciones europeas, el futuro de la Unión Europea en el campo de la defensa. Con casi 70 años de historia, la Unión europea ha cambiado sus políticas de seguridad y defensa en reiteradas ocasiones. La percepción acerca de una política de defensa comunitaria ha cambiado continuamente debido, en gran medida, a los factores externos a la Unión. Entre los protagonistas de la historia de la defensa europeas encontramos a la OTAN. Esta organización internacional ha garantizado la seguridad europea a lo largo de los años y, del mismo modo, ha influido en el desarrollo de los mecanismos de defensa de la Unión Europea atendiendo a sus propios intereses y a los de los Estados Unidos de América. El siglo XXI ha traído una serie de cambios y crisis al entorno de la Unión Europea que han moldeado el camino y relaciones que esta ha tenido con la organización atlántica. For years the European Union has been looked on as a potential model for cosmopolitan governance, and enjoyed considerable influence on the global stage. The EU has a uniquely strong and legally binding mission statement to pursue international relations on a multilateral basis, founded on the progressive development of international law. The political vision was for the EU to export its values of the rule of law and sophisticated governance mechanisms to the international sphere. Globalization and the financial crisis have starkly illustrated the limits of this vision, and the EU's dependence on global forces partially beyond the control of traditional provinces of law. Based on twenty case studies of universities worldwide, and on a survey administered to leaders in 101 universities, this open access book shows that, amidst the significant challenges caused by the COVID-19 pandemic, universities found ways to engage with schools to support them in sustaining educational opportunity. In doing so, they generated considerable innovation, which reinforced the integration of the research and outreach functions of the university. The evidence suggests that universities are indeed open systems, in interaction with their environment, able to discover changes that can influence them and to change in response to those changes. They are also able, in the success of their efforts to mitigate the educational impact of the pandemic, to create better futures, as the result of the innovations they can generate. This challenges the view of universities as "ivory towers" being isolated from the surrounding environment and detached from local problems. As they reached out to schools, universities not only generated clear and valuable innovations to sustain educational opportunity and to improve it, this process also contributed to transform internal university processes in ways that enhanced their own ability to deliver on the third mission of outreach

Challenging those who accept or advocate executive supremacy in American foreign-policy making, Constitutional Diplomacy proposes that we abandon the supine roles often assigned our legislative and judicial branches in that field. This book, by the former Legal Counsel to the Senate Foreign Relations Committee, is the first comprehensive analysis of foreign policy and constitutionalism to appear in over fifteen years. In the interval since the last major work on this theme was published, the War Powers Resolution has ignited a heated controversy, several major treaties have aroused passionate disagreement over the Senate's role, intelligence abuses have been revealed and remedial legislation debated, and the Iran-Contra affair has highlighted anew the extent of disagreement over first principles. Exploring the implications of these and earlier foreign policy disputes, Michael Glennon maintains that the objectives of diplomacy cannot be successfully pursued by discarding constitutional interests.
