El presente trabajo aborda la tematica de un tipo de organizacion, aparentemente especifico y bien conocido en la vida cotidiana, pero bastante difuso al momento de sistematizarlo, desde la Psicologia Organizacional y la Teoria de los Sistemas Autorreferentes. La pretension de sistematizar este fenomeno organizacional se complejiza aun mas, al tomarlo en el contexto de un modelo de estado, considerado como tradicional. Tanto este tipo organizacional y el estado en tanto entorno, como asi tambien la relacion entre ambos, estan fuertememente impregnados de un trasfondo ideologico y atravesado por los intereses de los actores sociales involucrados. A la luz de estas observaciones, "la ausencia de la distincion" parece ser una estrategia intencional, pero no explicitada con el fin de otorgar permanencia, aunque no impide los cambios en la identidad organizacional, ya que esta queda sujeta a las modificaciones del ambiente. Por ultimo cabe agregar que este fenomeno organizacional ha recibido poca atencion por parte del mundo academico, en relacion a otro fenomeno organizacional, esto es, las organizaciones relacionadas con "the busines."
