But, to get these benefits, it is necessary that each trader know and comply with the requirements of a good mechanism of funccionality. Unfortunatly in Romania the absorption rate of the european funds is still very low, the purpose of this thesis is to investigate which are the causes of this situation. En terminos generales el motivo que me ha llevado a desarrollar esta investigacion es la conviccion del importante papel que tienen las PYME en la economia y el deseo de captar su alcance en el caso de Rumania. Aunque hay zonas donde puede continuar el debate sobre la contribucion que tienen estas empresas respecto al desarrollo, existe un consenso sobre ciertas aportaciones fundamentales de este tipo de empresas1 (Jan de Kok; Claudia Deijl; Christi Veldhuis-Van-Essen, 2013. La Organizacion Internacional del Trabajo, la Agencia Alemana para la Cooperacion Internacional). Especialmente interesante resulta analizar este fenomeno en un pais que por haber mantenido un sistema de planificacion centralizada y propiedad publica de los medios de produccion, carecia de un tejido empresarial privado cuando desaparecio el sistema sovietico aplicado en Rumania durante la etapa comunista (1947-1989). El proceso de integracion de la Union Europea abrio la posibilidad de fortalecer este tejido empresarial incipiente con el apoyo de los fondos europeos. Sin embargo, sorprendentemente, se ha producido un fenomeno que requiere una explicacion adecuada y que paso a constituir el objetivo central de mi investigacion: a pesar de la abundancia de solicitudes -que superan con mucho la disponibilidad de los recursos presupuestados- se han plasmado muchas menos operaciones de las previstas inicia"
