The Latin American and Caribbean Regional Plan of Action on Human Settlements was agreed at the Latin American and Caribbean Regional Preparatory Meeting to the United Nations Conference on Human Settlements (Habitat II) in 1995. It was considered that the Plan seems to remain fully valid in its aim of achieving sustainable progress in human settlements by integrating a variety of development dimensions. It was, though, felt that the plans effectiveness was limited due to inherent vagueness. The current text elaborates and attempts to clarify the 5 main thematic areas that the Regional Plan of Action identified. Trade between Africa and South America is of relatively minor importance for the region, with more than half of all trade accounted for by just ten specific bilateral flows in petroleum, grain, iron ore, coal and sugar. The report concluded that trade patterns are the main factor in determining the supply of transport services, and that where there is a demand for transport, no fundamental shortage of shipping services can be identified. The low level of trade is found to be due to historical reasons, the lack of preferential trade agreements between the two regions, and because their economies do not necessarily complement each other.

This paper attempts to estimate the effect of trade liberalisation on the industrial structure and pattern of pollution emissions in Brazil. An input-output approach is used to estimate the value of production and potential pollution intensity estimates are undertaken using the industrial pollution projection system. The findings show that the aggregate intensity of pollutant emission has decreased for the whole industrial sector, but for the export sector, the pollution intensity has been increasing after trade liberalisation.
