Document is apparently written in Duer's hand and signed by both Knox and Duer. Docket is in Knox's hand. Document provides instructions to their agents for the purchase of a tract of land in Maine. Docket suggests General Henry Jackson was one of the agents. Knox and Duer tell their agents to alter the contract if circumstances warrant, but to avoid any major changes, especially in terms of price. They permit them to incur whatever expenses are necessary to quickly complete the transaction, and add that they will be reimbursed. They give advice on how to handle the committee of the Massachusetts Legislature that is managing this sale. The exact boundaries of the land to be purchased are not known, and Knox and Duer ask their agents to collect as much information as possible. They declare that [i]t is more than Probable that Four million of acres well located will Cover all Considerable Tracts of Cultivable Land, in which Case the Purchase of half would operate as a Monopoly of the whole, and Enable us to fix the Price. Mention that the Indians still have some sort of claim to the land dating back to resolves from the Legislature from 1775. Instruct them that after the terms of the deal are settled, they are to use the Indian claims as an Argument for lessening the Price of the Land - at any Rate the assistance of the State should be Stipulated for to Extinguish the same, at as short a Period as may be defined in the Agreement. They urge the agents to get as much coastal land and as many islands as possible in the deal.

Second part written in Trenton, New Jersey to Nathan Jones and Phineas Bruce. Dated 19 October 1791. Asks them to help him with some business in purchasing land. Third part written in Boston, Massachusetts. Dated 12 March 1792. Mentions that Trescott, Jones and Bruce are joined in the written Instructions as also in the purchase of the Farm in No S as mentioned in my Letter ... Fourth part written in the same place and on the same date as the third. States that I do hereby authorize and impower you to purchase of Col. Nathan Jones of Gouldsborough a Tract of Land in Trenton Frenchmans Bay, the said Tract contains about seven or eight thousand acres and lies West on Union River and East on Jordan River is the same Land Deeded him ... Goes on to discuss how he went about finding the land and purchasing it. Includes a post script. Watermarked L Paine and with a hunting horn inside a crest.

It opens with the proclamation announcing the exact location of the Federal District, an unexplained choice made in the utmost secrecy by the President in consultation with the Secretary of State some weeks before Washington toured the upper Potomac in an ostensible journey to inspect rival sites and to encourage competition for the location of the national capital. It includes the politically related question of the chartering of the Bank of the United States, on which Jefferson delivered his famous opinion challenging its constitutionality. But the conflict with Hamilton over the Bank, important as it was, did not bring the two men on the public stage as contestants. Instead, the first focusing of public attention on the breach in the administration occurred with the publication of Jefferson's report on the whale and cod fisheries. This widely disseminated report is here presented in a context showing that, after Hamilton declined to cooperate in reciprocating the favors France had granted to American trade, Jefferson deliberately and publicly challenged the Hamiltonian opposition. In unusually blunt language, his report called for commercial retaliation against Great Britain, thus causing a sensation both in the ... ministry. This volume shows Jefferson's concern over the growing discontent in the South and West over fiscal and other policies of the national government, his resistance to interested promotion of consular appointments in business circles, his grappling with the political and constitutional questions concerning the admission of Kentucky and Vermont, his involvement in the political consequences of the death of Franklin that affected even the proceedings of the American Philosophical Society, his cautious relationship with Tench Coxe as a source of statistical information which the Secretary of the Treasury failed to supply, and his report to Washington on a judicial appointment that brought on both embarrassment and constitutional questions.
