This publication explores how the international Nile perch fish chain should or can be organised to improve both welfare of local communities, sustainability of the fisheries and quality of the fish. Primary producers face a number of bottlenecks such as poor access to production facilities, ineffective enforcement of sustainable practices, lack of market (price) information, competition with international markets and degradation of the fisheries that lead to increasing food insecurity problems. In order to improve sustainability and quality, primary producers are open to contracts that enable them better access to production facilities and price information, and also to better integrate them into international channels. Sustainable practices can or should be part of these contracts. Although the downstream channel members and other stakeholders were not fully aware of the complexity and gravity of the upstream problems, they appeared to be willing to help to improve the situation at Lake Victoria. It is therefore a corporate social responsibility for the downstream channel members, as well as nature conservation organizations and the donor community, to empower the primary producers and local communities in developing countries to implement welfare, sustainability and quality-enhancing practices. This publication outlines several mechanisms to achieves these goals.

The goal of WorldFish’s research on markets and value chains is to increase the benefits to resource-poor people from fisheries and aquaculture value chains by researching (1) key barriers to resource-poor men, women and other marginalized groups gaining greater benefits from participation in value chains, including barriers related to the availability, affordability and quality of nutrient-rich fish for resource-poor consumers; (2) interventions to overcome those barriers; and (3) mechanisms that are most effective for scaling up of value chain interventions. Food losses are a major concern and occur in most fish distribution chains worldwide. Not only do losses constitute lost income to fishers, processors, and traders, but they also contribute to food insecurity. Progress has been made in identifying the direct causes of fish losses and quantifying the magnitude of the loss. However, loss reduction strategies have tended to focus on technological solutions and hence have overlooked the relevance of socio-economic factors, including gender relations, that influence the functioning of the fisheries value chain. Inland fisheries are vital for the livelihoods and food resources of humans worldwide but their importance is underestimated, probably because large numbers of small, local operators are involved. The important contribution of fi sheries to human well-being is frequently underestimated. This report highlights that contribution. The report focuses on small-scale fi sheries and developing countries because the livelihoods of 90 percent of the 120 million employed in fi sheries are in the small-scale fi sheries, and almost all of those workers, 97 percent, live in developing countries. Many small-scale fi shing communities have high levels of poverty, and poverty reduction is a core focus of the contributing partners to the report.
