The ALN gained widespread business, popular, and church support by promising francophones both control of a modern Quebec economy and preservation of the traditional social order. As Dirks shows, however, this support came from people with different and sometimes contradictory objectives, causing internal tensions which weakened the ALN from the outset. This weakness was compounded by poor leadership, financial difficulties, and the tactics of the other political parties in Quebec. The Quebec Liberal and Conservative Parties worked independently to undermine the ALN and any possibility of its gaining power in Quebec. Maurice Duplessis, leader of the Quebec Conservative party, skilfully exploited the ALN's weaknesses in the interests of his own party by the formation of the Union Nationale. This coalition of the ALN and the provincial Conservatives capitalized on the popularity of the ALN to win the provincial election of 1935 but ensured that power remained in the hands of what was essentially the Quebec Conservative Party. Dirks' insight into the political history of Quebec is informed by a multitude of sources. She conducted interviews with many of the leading political players of the time, including the late Paul Gouin, the original leader of the ALN. She also consulted many public and private archives, including Gouin's, and was allowed unrestricted access to Duplessis' papers for the period up to 1939, the year the ALN ceased to exist. In relating the rise and fall of the ALN to the socio-economic, ideological, and political developments which shaped Quebec during the early decades of the twentieth century, Dirks reveals its long-term impact on the operation and organization of political parties in Quebec and Canada.

The concept of public action is a magnifying lens for shedding light on the plurality of institutional and social actors interacting in policies. Taking into account a changing social world that is redefining the State and its instruments, it is well suited for picking out transformations that have been affecting European social policies for some twenty years or so now: the territorial reorganization of powers; the spread of a public-private mix in the provision of services; the rise of new forms of collaborative governance; the institutionalization of the European agenda on social investment. The economic crisis of 2008–2009 signaled the end of the Post-Washington Consensus on restricting the role of the state in economic and development policy. Since then, state ownership and state intervention have increased worldwide. This volume offers a comparative analysis of the evolution of direct state intervention in the economy through state-owned companies in Austria, Brazil, France, Germany, Hungary, Poland, Turkey, Singapore, and Slovenia. Each case study includes substantial explanations of historical, cultural, and institutional contexts. All the contributors point to the complex nature of the current revival in state economic interventions. The few models that are successful cannot hide the potential problems of excessive state intervention, linked to high levels of moral hazard. State-owned enterprises are primary tools of market and price manipulation for political purposes. They can be used outright for rent seeking. Yet state-owned enterprises can also play important roles in prestigious national initiatives, like major public works or high-profile social and sports events. The authors conclude that after the uniform application of democratic market economic principles, the 2000s witnessed a path-dependent departure from standard economic and political operating procedures in developed countries.
