La présente thèse envisage une communauté politique de l'avenir. Les règles du jeu du système des États-nations semblent connaître une modification de la mondialisation. Les enjeux ne sont plus gérables dans le cadre du monde actuel et remettent en cause le sens traditionnel des notions de citoyenneté, de démocratie, de droits de l'homme, de frontière, d'identité, de sécurité sociale et de violence. Nous partons d'une critique démystifiant la rhétorique néolibérale sur la mondialisation pour dévoiler la crise des États-nations qui se manifeste notamment dans la mutation de l'idée de l'étranger. "Les étrangers" se trouvent aujourd'hui tant a l'intérieur qu'à l'extérieur de la frontière, ce qui crée souvent une colonisation interne. Que reste-t-il alors dans la citoyenneté qui servait de base à l'État-nation ? Si ce dernier ne se tient plus, quelle organisation à l'échelle mondiale imaginer? Afin de mettre en œuvre cette nouvelle organisation, sa légitimité et son pouvoir restent à définir. Par ailleurs, ne faut-il pas prévoir également un mécanisme de contrôle et de surveillance afin d'éviter l'émergence de nouvelles inégalités globales ? Un dialogue sera amorcé entre les différentes pensées de gauche sur les stratégies de l'action politique collective pour dégager une piste de réflexion permettant d'affiner l'édification du contenu d'une nouvelle communauté mondiale. Enfin, nous envisagerons une voie alternative en faveur de l'altermondialisation.

The global community has achieved some successes, such as eradicating smallpox, but other efforts to coordinate nations' actions, such as the reduction of drug trafficking, have not been sufficient. This book identifies the factors that promote or inhibit successful collective action at the regional and global level for an ever-growing set of challenges stemming from augmented cross-border flows associated with globalization. Modern principles of collective action are identified and applied to a host of global challenges, including promoting global health, providing foreign assistance, controlling rogue nations, limiting transnational terrorism, and intervening in civil wars. Because many of these concerns involve strategic interactions where choices and consequences are dependent on one's own and others' actions, the book relies, in places, on elementary game theory that is fully introduced for the uninitiated reader.

Main idea: Contribution of transnational transfers in the construction of national social policies. Through the main idea of the book, we begin by defining the notion of decline, to identify consequences of the decline of political authority with regard to social problems, to better analyze the importance of the address of countries in development path towards international donors. In addition, we used Policy Transfer Studies (PTS) to show how the contributions of transnational transfers on the development of national social policies are considered as the lever for the integration of developing countries. But, in other words, these countries are considered as the places of fixation where interdependencies between public and private actors are consolidated, where rules of action are negotiated thanks to the agreements, conventions, which we have analyzed throughout, through two types of partnership, namely: bilateral and multilateral, through public-public, public-private, private-private (INGO-International Institution) partnerships. Finally, we carried out an evaluation, in order to subsequently identify some perspectives encouraged by transnational contributions on the social policies of developing countries.
