This publication focuses on studies on Japan and Germany, as well as on comparative studies. The consequences of globalization and of the world economic and financial crisis are the recurrent theme: How did the labor markets cope with the crisis and what are the resulting challenges for labor market policy and social policy? On the brink of a global employment crisis following the global financial and economic crisis, this pub-lication analyzes the development of labor markets and labor market policies in two countries which during the second half of the 20th century were among the most suc-cessful in terms of economic growth and social inclusion. The recent history of labor markets and labor market policies in Germany and Japan can be divided into four phases: (1) a phase of strong institutional co-ordination of labor markets before the on-set of globalization, (2) the emergence of an employment crisis related to both the chal-lenges of globalization and to nation-specific factors, notably the burst of the real estate speculation bubble in Japan and reunification in Germany, (3) since 2003 an attempt to solve the employment crisis by a market-optimistic approach, and (4) finally new chal-lenges arising from the Global Financial and Economic Crisis of 2009. This book is the outcome of the conference "The flexibilization of labor markets between globaliza-tion and the global economic crisis: Comparing Japan and Germany" which was held at the Bremen University of Applied Sciences in June 2009.

Throughout the latter part of the 20th century, the U.S. labor market performed differently than the labor markets of the world's other advanced industrialized societies. In the early 1970s, the United States had higher unemployment rates than its Western European counterparts. But after two oil crises, rapid technological change, and globalization rocked the world's economies, unemployment fell in the United States, while increasing dramatically in other nations. At the same time, wage inequality widened more in the United States than in Europe. In At Home and Abroad, Cornell University economists Francine D. Blau and Lawrence M. Kahn examine the reasons for these striking dissimilarities between the United States and its economic allies. Comparing countries, the authors find that governments and unions play a far greater role in the labor market in Europe than they do in the United States. It is much more difficult to lay off workers in Europe than in the United States, unemployment insurance is more generous in Europe, and many fewer Americans than Europeans are covered by collective bargaining agreements. Interventionist labor market institutions in Europe compress wages, thus contributing to the lower levels of wage inequality in the European Union than in the United States. Using a unique blend of microeconomic and microeconomic analyses, the authors assess how these differences affect wage and unemployment levels. In a lucid narrative, they present ample evidence that, as upheavals shook the global economy, the flexible U.S. market let wages adjust so that jobs could be maintained, while more rigid European economies maintained wages at the cost of losing jobs. The third quarter of the twentieth century was a golden age for labor in the advanced industrial countries, characterized by rising incomes, relatively egalitarian wage structures, and reasonable levels of job security. The subsequent quarter-century has seen less positive performance along a number of these dimensions. This period has instead been marked by rapid globalization of economic activity that has brought increased insecurity to workers. Using a sample of 97 countries spanning the period 1980?2008, we estimate that financial crises have a large negative impact on unemployment in the short term, but that this effect rapidly disappears in the medium term in countries with flexible labor market institutions, whereas the impact of financial crises is less pronounced but more persistent in countries with more rigid labor market institutions. These effects are even larger for youth unemployment in the short term and long-term unemployment in the medium term. Conversely, large upfront, or gradual but significant, comprehensive labor market policies have a positive impact on unemployment, albeit only in the medium term.
