La charte canadienne des droits et libertés et la Loi sur les langues officielles reconnaissent toutes deux l’égalité du français et de l’anglais au fédéral, mais les provinces et les territoires sont très peu synchronisés dans le respect de cette égalité. Nul ne vit plus concrètement cette inégalité de fait du statut des deux langues officielles que les membres des communautés de langue officielle en situation minoritaire (CLOSM), à savoir un million de francophones vivant à l’extérieur du Québec et un nombre comparable de personnes dont l’anglais est la première langue officielle parlée dans cette province.
