Oil and energy markets have experienced dramatic changes over the past two decades--steep price increases in the 1970s and 1980s followed by a decrease in 1986 and large declines in demand in the former Soviet Union and Eastern Europe. But despite considerable uncertainty about future developments in the world oil market, this paper finds that demand is set to rise in all main regions, particularly in developing countries, led by increasing incomes, population, industrialization, investment, and trade. This study examines the growth in demand for eight major oil products for 37 developing countries over the 1971-93 period, analyzing the relationships and changes over time for income, population, and demand for energy and oil products for each country. It also examines some of the important phenomena that affect oil demand and calculates income and price elasticities for each product in all countries.

"Against the backdrop of a world characterized by highly uneven democracies, in which subnational dominant-party enclaves persist within nationally democratic regimes, Life in the Political Machine explores the ways in which these enclaves shape the political attitudes and behaviors of citizens who reside in them. Through analysis of a decade's worth of survey data across the fifty-five provinces and states of Argentina and Mexico, this study finds a distinct subnational political culture among individuals nested in dominant-party enclaves, characterized by heightened exposure to corruption and vote buying, low levels of support for democratic principles, and patterns of political behavior that reflect the governing characteristics of the political machines citizens must confront on a daily basis. In contrast, among those individuals living in subnational political systems that have successfully shut down the machine, the work finds a political culture more akin to that found in established democracies. In the last two decades of the twentieth century, many countries in Latin America freed themselves from the burden of their authoritarian pasts and developed democratic political systems. At the same time, they began a process of shifting many governmental responsibilities from the national to the state and local levels. Much has been written about how decentralization has fostered democratization, but informal power relationships inherited from the past have complicated the ways in which citizens voice their concerns and have undermined the accountability of elected officials. In this book, Andrew Selee seeks to illuminate the complex linkages between informal and formal power by comparing how they worked in three Mexican cities. The process of decentralization is shown to have been intermediated by existing spheres of political influence, which in turn helped determine how much the institution of multiparty democracy in the country could succeed in bringing democracy “closer to home.”
