This book analyses the war against drugs, violence in streets, schools and families, and mining conflicts in Latin America. It examines the nonviolent negotiations, human rights, peacebuilding and education, explores security in cyberspace and proposes to overcome xenophobia, white supremacy, sexism, and homophobia, where social inequality increases injustice and violence. During the past 40 years of the Latin American Council for Peace Research (CLAIP) regional conditions have worsened. Environmental justice was crucial in the recent peace process in Colombia, but also in other countries, where indigenous people are losing their livelihood and identity. Since the end of the cold war, capitalism aggravated the life conditions of poor people. The neoliberal dismantling of the State reduced their rights and wellbeing in favour of enterprises. Youth are not only the most exposed to violence, but represent also the future for a different management of human relations and nature.

En la sociedad del riesgo nada resulta factible al margen del frágil equilibrio entre seguridad y libertad que, inevitablemente, genera incertidumbre. No tiene sentido, pues, la contraposición entre seguridad y libertad; puesto que, convertidos en valores exclusivos, ambos terminan produciendo inseguridad social -debida a los excesos de una libertad de mercado sin controles cívicos- e inseguridad civil -debida a la restricción de derechos y libertades causada por un exceso de seguridad. Tanto la búsqueda individual (yo contra todos) como la grupal (nosotros contra ellos) de seguridad logran justamente lo contrario de lo que pretenden: producen la máxima inseguridad colectiva. Hasta el punto que nunca antes, la Humanidad, había estado tan cerca de la autoextinción y, por ello, jamás había resultado tan inaplazable la emergencia de una visión mundicéntrica (todos nosotros) de la seguridad capaz de frenar esta insensata carrera hacia la nada. Comprender es actuar. Sólo la evidencia de un auténtico riesgo de catástrofe planetaria permite comprender que nos hemos convertido en una comunidad de peligro mundial y, por consiguiente, nos impulsa a actuar sin demora en base a una nueva ética de la responsabilidad planetaria.
