L'objectif de cette étude est de s'interroger sur la représentation des femmes au sein des institutions démocratiques municipales. Même si la place des femmes en politique a augmenté considérablement dans les trente dernières années, leur nombre reste toujours en-deçà de leur poids dans la population. À l'échelle municipale, peu d'études se sont penchées sur l'état et les causes spécifiques de la sous-représentation féminine. Ce rapport fournit un cadre d'analyse afin d'identifier les enjeux les plus pertinents pour atteindre la parité entre les femmes et les hommes sur la scène politique montréalaise. Ce cadre d'analyse s'appuie sur l'identification des trois étapes clés qui mènent à un poste électif : le recrutement, la sélection et l'élection. Le découpage en trois étapes permet d'isoler les enjeux caractéristiques de chaque étape, de préciser le ou les étapes qui représentent le plus de défis en matière de représentation féminine et de présenter les moyens à prendre en fonction de l'étape visée afin de favoriser la représentation des femmes.
