Con este motivo, el autor desde su experiencia investigadora, docente y práctica en cooperación internacional al desarrollo, analiza el marco jurídico, político, de gobernanza y administrativo de la cooperación internacional al desarrollo en España desde sus orígenes hasta la actualidad.El marco jurídico de la cooperación internacional al desarrollo estatal ha sido durante casi 25 años la Ley 23/1998, de 7 de julio, de Cooperación Internacional para el Desarrollo, que recogió por primera vez el concepto de cooperación internacional. Era necesaria, no obstante, una nueva regulación más acorde a los cambios políticos y sociales, a la transformación de las políticas de cooperación y del propio concepto de cooperación al desarrollo, que se analizan en profundidad en la obra, junto con el propio concepto del derecho al desarrollo y los Objetivos de Desarrollo Sostenible de las Naciones Unidas y la Agenda 2030 (capítulos 1 y 2).La monografía analiza estos conceptos y su evolución como punto de partida, enmarcando la cooperación española en los ODS de la ONU y en la Política de Cooperación al desarrollo sostenible de la Unión Europea, a la que se dedica el capítulo 3; se adentra después en la transformación de la política de cooperación al desarrollo, su gobernanza y organización administrativa en España, a través del análisis del contenido de la nueva LCDS, que compara con la Ley 1/1998 (capítulo 4), sin dejar de lado el análisis de los distintos actores y agentes de la cooperación y, en especial, los cooperantes y su régimen jurídico, a los que dedica el capítulo 5, dejando el capítulo 6 para las críticas a la nueva Ley de Cooperación.Se trata de una obra imprescindible para conocer la evolución y situación actual de la Cooperación al Desarrollo de España.
