Euroscepticism has emerged as a growing constraint on European integration, starting with the Maastricht Treaty in the early 1990s, continuing with the mid-2000s constitutional debacle and intensifying with the eurozone crisis – a crisis in which Southern Europe has played a key role. But is opposition to European integration really greater now than in the past? The only way to answer this question is through diachronic studies, focusing on change over time. This is the gap in the literature which the present volume aims to fill, through an examination of the origins, evolution and prospects of opposition to integration, focusing on a region traditionally regarded as exceptionally europhile. As a laboratory for the study of attitudes towards European integration, Southern Europe offers a particularly rich range of case studies, including a founder member (Italy), three ‘second generation’ states (Greece, Spain and Portugal), two recent entrants (Cyprus and Malta) and a negotiating candidate (Turkey). During the 1980s the Mexican regime faced a series of economic, social, and political disasters that led many to question its survival. Yet by 1992 the economy was again growing, with inflation under control and the confidence of international investors restored. Mexico was now touted as an example for regimes in Eastern Europe to emulate. How did Carlos Salinas and his team of technocrats manage to gain political power sufficient to impose their economic model? How did they sustain their revolution from above despite the hardships these changes brought for many Mexicans? How did they stage their remarkable political comeback and create their “democracy within reason”? Why did Salinas succeed in keeping control of his revolution while Mikhail Gorbachev failed to do so in his similar effort at radical reform? Miguel Centeno addresses these questions by analyzing three critical developments in the Mexican state: the centralization of power within the bureaucracy; the rise of a new generation of technocrats and their use of a complex system of political networks; and the dominance of a neoliberal ideology and technocratic vision that guided policy decisions and limited democratic participation. In Aztec and colonial Central Mexico, every individual was destined for lifelong placement in a legally defined social stratum or estate. Social mobility became possible after independence from Spain in 1821 and increased after the 1910–1920 Revolution. By 2000, the landed aristocracy that was for long Mexico's ruling class had been replaced by a plutocracy whose wealth derives from manufacturing, commerce, and finance—but rapid growth of the urban lower classes reveals the failure of the Mexican Revolution and subsequent agrarian reform to produce a middle-class majority. These evolutionary changes in Mexico's class system form the subject of Social Stratification in Central Mexico, 1500–2000, the first long-term, comprehensive overview of social stratification from the eve of the Spanish Conquest to the end of the twentieth century. The book is divided into two parts. Part One concerns the period from the Spanish Conquest of 1521 to the Revolution of 1910. The authors depict the main features of the estate system that existed both before and after the Spanish Conquest, the nature of stratification on the haciendas that dominated the countryside for roughly four centuries, and the importance of race and ethnicity in both the estate system and the class structures that accompanied and followed it. Part Two portrays the class structure of the post-revolutionary period (1920 onward), emphasizing the demise of the landed aristocracy, the formation of new upper and middle classes, the explosive growth of the urban lower classes, and the final phase of the Indian-mestizo transition in the countryside.
