Les apparences sont trompeuses : la mondialisation laisse accroire que l'économie est partout, qu'elle triomphe des Etats et mine leur souveraineté. Or une nouvelle économie politique, développée surtout dans les pays anglo-saxons et que cet ouvrage entend faire connaître en France, soutient résolument l'inverse : l'économie ne peut se comprendre sans le rôle des institutions, c'est-à-dire, selon Douglass North, "les règles du jeu de la société ou, plus formellement, les contraintes conçues par l'homme qui façonnent les interactions humaines". Ces règles, issues de la coutume, de la religion, de la politique ou du droit de chaque culture, déterminent la coordination et les performances économiques des sociétés. La Grèce des années 2010 est surendettée parce qu'elle peine à collecter l'impôt, à fixer le cadastre, à se défaire de pratiques clientélistes qui, depuis cent cinquante ans, ruinent ses finances publiques, parasitent l'Etat de droit, désespèrent l'opinion. Son défaut est institutionnel. La monnaie commune le transmet au reste de l'Europe. Laquelle est confrontée, dans des formes désormais pacifiques, à la régulation institutionnelle de ses États. Dans la mondialisation, c'est désormais sur les institutions que porte la concurrence car celles-ci façonnent la compétitivité des territoires. La plupart des institutions préexistant au développement de l'économie, la nouvelle économie politique des "ordres sociaux" nous rappelle que la manière dont s'évalue le profit dérivable de telle ou telle action dépend avant tout des règles sociales en vigueur et des conditions de leur application.
