Las leyes y decretos que se adoptaron estaban destinados en su inmensa mayoría a aumentar la oferta del agua. Se desaprovechó la oportunidad para sentar las bases de una cultura del agua basada en la gestión de la demanda. Hasta anteayer la casi única prioridad de los municipios españoles era llevar agua potable (que cumpliera la ley) a las viviendas de las ciudades y pueblos de España. Si la demanda de agua superaba la oferta, el problema consistía en buscar esa agua nueva donde la hubiera. Como sólo se pensaba en la oferta, sólo se actuaba sobre ella. Pero los tiempos están cambiando. Poco a poco ha ido agrietándose el pensamiento único hidráulico y van conformándose nuevas certezas. Actuar sobre la demanda, gestionarla, es deseable y posible. Las sequías en nuestro país no son la excepción, son la norma. Por lo tanto, tenemos que hacer una gestión del agua acorde con nuestro ambiente climático y, también, en consonancia con lo que un desarrollo sostenible comporta. La revolución de la eficiencia que pedía el Club de Roma implica, muy especialmente, realizar una gestión eficiente del agua en los municipios. A lograrlo pretende contribuir esta publicación.
