Elle apparaît comme une configuration d'action publique multi-niveaux. Ainsi, la Convention cadre des Nations Unies sur le changement climatique en constitue l'arène climatique globale. Le Cameroun, en tant que pays de forêt tropicale, a contribué à mettre sur l'agenda des négociations du régime climatique post-2012, le REDD+ (Reducing Emissions from Deforestation and Forest Degradation) comme instrument de réduction des émissions forestières de gaz à effet de serre. La transposition de cet instrument au niveau national se fait dans le cadre d'instances transnationales et supranationales de mise en convergence des politiques climatiques au niveau sous-régional, ce qui traduit le poids de ce qu'il est convenu d'appeler les partenaires au développement et des acteurs transnationaux dans les politiques publiques au Cameroun. Les dynamiques de réappropriation du REDD+ dévoilent une monopolisation de la politique climatique par les experts transnationaux, dans un contexte post-autoritaire, caractérisé par une certaine indifférence politique vis-à-vis des politiques publiques."--Page 4 of cover.

Thèse de Master de l'année 2020 dans le domaine Histoire - Histoire globale - Histoire moderne, note: 15/20, cours: Histoire, langue: Français, résumé Notre recherche centrée sur les questions des changements climatiques est intitulée "Le Cameroun et la Convention-Cadre des Nations Unies sur les Changements Climatiques 1992-2015". Cette étude est une analyse de la politique climatique du Cameroun à l'échelle nationale et internationale tout en questionnant l'effectivité de la mise en oeuvre de la Convention Cadre des Nations Unies sur les Changements Climatiques au Cameroun. Pour ce faire, nous avons eu recours à une approche chronologique, dans une analyse systémique imposant inter et transdisciplinarité pour examiner de manière critique des sources et informations recueillies. Cela a permis de rendre compte des actions menées par le Cameroun en matière de lutte et d'atténuation des changements climatiques ainsi qu'aux capacités du pays à s'adapter aux effets néfastes de ce phénomène, qui affichent un tableau mitigé. Cela se manifeste par des réalisations conséquentes observées sur les plans juridique et institutionnel et des multiples projets et programmes initiés. Ces illustrations démontrent l'attachement du pays à la cause climatique. De ce problème s'est dégagé l'hypothèse suivante: la mise en oeuvre de la CCNUCC est effective au Cameroun. Toutefois, le pays connaît quelques difficultés liées à la gouvernance, la corruption, le manque de ressources techniques et financières qui handicapent et limitent l'action du Cameroun auxquelles il est nécessaire d'apporter des améliorations. Cependant, pour pallier à ces obstacles, le renforcement des capacités des différents acteurs et la prise en compte les changements climatiques dans les politiques de développement sont des préalables pour l'atténuation, la résilience et l'adaptation du Cameroun aux corollaires du changement climatique.

The 2018 FAO-OIE-WHO (Tripartite) zoonoses guide, “Taking A Multisectoral, One Health Approach: A Tripartite Guide to Addressing Zoonotic Diseases in Countries” (2018 TZG) is being jointly developed to provide member countries with practical guidance on OH approaches to build national mechanisms for multisectoral coordination, communication, and collaboration to address zoonotic disease threats at the animal-human-environment interface. The 2018 TZG updates and expands on the guidance in the one previous jointly-developed, zoonoses-specific guidance document: the 2008 Tripartite “Zoonotic Diseases: A Guide to Establishing Collaboration between Animal and Human Health Sectors at the Country Level”, developed in WHO South-East Asia Region and Western Pacific Region. The 2018 TZG supports building by countries of the resilience and capacity to address emerging and endemic zoonotic diseases such as avian influenza, rabies, Ebola, and Rift Valley fever, as well as food-borne diseases and antimicrobial resistance, and to minimize their impacts on health, livelihoods, and economies. It additionally supports country efforts to implement WHO International Health Regulations (2005) and OIE international standards, to address gaps identified through external and internal health system evaluations, and to achieve targets of the Sustainable Development Goals. The 2018 TZG provides relevant country ministries and agencies with lessons learned and good practices identified from country-level experiences in taking OH approaches for preparedness, prevention, detection and response to zoonotic disease threats, and provides guidance on multisectoral communication, coordination, and collaboration.
