C'est sans doute le symptôme d'un mal français : la décentralisation est faite depuis 1982 d'une longue suite de réformes alternant entre la tendance décentralisatrice et la tendance rationalisatrice. Mais depuis cette date, contrairement à nos Etats voisins, l'organisation de la France en collectivités territoriales n'a jamais été rebâtie selon un ordre global décidé. Les réformes s'efforcent de corriger ses défauts par une succession de changements mesurés et de mises à jour déduits de l'expérience. Mais l'addition de ces changements ne donne plus une base solide, et le système local ne vit plus que sur une accumulation de solutions palliatives qui le font vivre dans la complexité et l'instabilité, sans réellement le réformer (intercommunalité, statuts particuliers, fusions de collectivités, exercice collectif des compétences). Cet ouvrage s'attache à donner les clés propres à la compréhension des vicissitudes de la décentralisation française. A travers l'examen de ces réformes, jusqu'au dernier épisode des années 2014-2015, celui-ci tente de relier l'impuissance du pouvoir réformateur à ses caractéristiques propres (cumul des mandats, Sénat, conservatisme de l'Etat, égoïsmes locaux).
