Le développement de la condition internationale de l'Union européenne s'inscrit dans le cadre du processus de constitutionnalisation de l'ordre juridique européen, où le système des relations extérieures se réapproprie, développe et adapte à sa nature spécifique certaines qualités des relations extérieures traditionnellement considérées comme propres à l'État. Dans cette perspective, il est apparu envisageable d'identifier au sein de l'Union européenne une fonction internationale dont les caractéristiques se rapprochaient de celles d'un État, sans qu'elles soient pour autant parfaitement superposables. Ce travail, qui repose sur une démarche de droit comparé (Allemagne, Espagne, États-Unis, France, Russie), a également été l'occasion d'observer que la construction d'une fonction internationale s'est inscrite dans une dynamique constitutionnelle qui, de manière concomitante, a contribué au développement constitutionnel de l'Union européenne, tant au niveau de la distribution des compétences que de la répartition des pouvoirs. En définitive, l'étude de l'incidence des relations extérieures sur l'ordre constitutionnel de l'Union européenne aura permis de souligner l'hétérogénéité du processus de constitutionnalisation de l'ordre juridique européen, dont les conditions de son articulation avec les ordres juridiques nationaux ne sont pas encore stabilisées. Le développement de ce processus s'est réalisé selon un procédé dialectique et une approche idiosyncrasique, attestant que l'Union européenne est constitutive d'une société politique en devenir, capable de promouvoir ses intérêts sur la scène internationale. Cette thèse aura surtout contribué à révéler que l'identité constitutionnelle de l'Union européenne ne se forgeait pas seulement dans ses rapports avec les États membres, mais également dans une perspective extrinsèque, en relation avec les tiers, avec l'altérité.
