Voire, ce serait inaudible pour un chercheur en relations internationales d’entendre une étude démontrant que, parce qu’un dirigeant a utilisé certains termes alors une guerre s’est produite, ou parce qu’un chef d’Etat a serré la main à un autre d’une telle façon, alors il y a eu la paix. Ce type d’informations serait de l’ordre du non-sens. Et pourtant, beaucoup d’entres-nous effectuons ces conclusions à la suite d’un échange. Le langage est l’élément qui nous connecte tous, humains. Il est utilisé pour connaître l’autre, le rejeter, l’intégrer... La communication peut donc être considérée comme pathologique - vectrice de conflits- ou bien pacificatrice. En d’autres termes, le langage est un outil pour créer du lien, le distendre ou le rompre. Ainsi, dans ce travail, l’intérêt sera de justifier, en quoi le langage est déterminant dans la pacification d’une crise internationale. Pour ce faire, la communication entre individus sera analysée aussi bien au prisme du langage verbal que non verbal. Pour construire cette réflexion, je m’intéresserai d’abord aux différentes théories de la communication et notamment aux modes de communication interpersonnelle. Ces recherches seront sur le langage verbal et le langage non verbal. Dans une deuxième section, je chercherai à montrer en quoi ces différentes formes de langage varient d’une culture à l’autre. Par la suite, je m’intéresserai aux études des relations internationales pouvant confirmer les effets du langage dans les relations entre dirigeants, afin de démontrer, par différentes études de cas, la nécessité de prendre en compte la communication pour pacifier une crise internationale. Pour finir, je confronterai cette analyse à l’étude de l’issue de crise internationale.

Defending ethics in sport is vital in order to combat the problems of corruption, violence, drugs, extremism and other forms of discrimination it is currently facing. Sport reflects nothing more and nothing less than the societies in which it takes place. However, if sport is to continue to bring benefits for individuals and societies, it cannot afford to neglect its ethical values or ignore these scourges. The major role of the Council of Europe and the Enlarged Partial Agreement on Sport (EPAS) in addressing the new challenges to sports ethics was confirmed by the 11th Council of Europe Conference of Ministers responsible for Sport, held in Athens on 11 and 12 December 2008. A political impetus was given on 16 June 2010 by the Committee of Ministers, with the adoption of an updated version of the Code of Sports Ethics (Recommendation CM/Rec(2010)9), emphasising the requisite co-ordination between governments and sports organisations. The EPAS prepared the ministerial conference and stepped up its work in an international conference organised with the University of Rennes, which was attended by political leaders, athletes, researchers and officials from the voluntary sector. The key experiences described in the conference and the thoughts that it prompted are described in this publication. All the writers share the concern that the end result should be practical action - particularly in terms of the setting of standards - that falls within the remit of the EPAS and promotes the Council of Europe's core values.

This book is an examination of the effect of contemporary wars (such as the 'War on Terror') on civil life at a global level. Contemporary literature on war is mainly devoted to recent changes in the theory and practice of warfare, particular those in which terrorists or insurgents are involved (for example, the 'revolution in military affairs', 'small wars', and so on). On the other hand, today's research on security is focused, among other themes, on the effects of the war on terrorism, and on civil liberties and social control. This volume connects these two fields of research, showing how 'war' and 'security' tend to exchange targets and forms of action as well as personnel (for instance, the spreading use of private contractors in wars and of military experts in the 'struggle for security') in modern society. This shows how, contrary to Clausewitz's belief war should be conceived of as a "continuation of politics by other means", the opposite statement is also true: that politics, insofar as it concerns security, can be defined as the 'continuation of war by other means'.
