Este libro presenta una visión de conjunto, desde el punto de vista de la disciplina de la documentación, de los cambios introducidos en los procesos informativo-documentales de la Administración en el entorno de la sociedad de la información. De todos es conocido el valor adquirido por la información y el conocimiento en el nuevo escenario económico, social y político, así como el potencial transformador y enriquecedor que ha supuesto la utilización de las tecnologías de la información y la comunicación en todos los aspectos de nuestra vida. Se plantea el papel desempeñado por la información y documentación en el contexto de los avances introducidos por las tic en las actividades informativo-documentales de la Administración. Pero también se pone de manifiesto la responsabilidad de las administraciones públicas para diseñar políticas de información equilibradas e integradoras que eviten los riesgos de la globalización. Describe las estrategias de la Administración pública española para responder a los desafíos de la sociedad de la información, diseñadas a imagen y semejanza de las iniciativas europeas. Seguidamente, se aborda la transformación de los valores organizativos tradicionales de la Administración hacia unos valores más acordes con una sociedad democrática. Estos nuevos valores suponen también una nueva forma de gestionar la información y la documentación administrativas. Conceptos como la cooperación interadministrativa, la transparencia informativa y la mejora en la prestación de servicios públicos al ciudadano se incorporan al quehacer administrativo. Todo ello se traduce en una transformación de los hábitos de información tradicionales de los ciudadanos y también de los propios gestores de la administración. La manera en la que inciden las TIC en las formas en que la Administración organiza, procesa, gestiona y difunde la información y la documentación es una de las partes fundamentales de este libro. La aparición del documento administrativo electrónico y su carácter abierto, dinámico y modificable obliga a reformular los principios tradicionales del procedimiento administrativo, y cuestiona algunas premisas fundamentales de los mismos, como pueden ser su validez jurídica y la seguridad de la información. Pero a la vez, esas mismas cualidades introducen nuevas formas de estructurar la información y organizar el conocimiento que facilita su gestión y su difusión. El crecimiento de la cantidad de documentos en formato digital en las administraciones hace que sea fundamental plantearse la gestión de la información electrónica a lo largo de todo su ciclo de vida, apostando por sistemas integrados de gestión electrónica de la información y documentación administrativa, que contemplan todo el proceso de creación, almacenamiento, tratamiento, recuperación, difusión y conservación de la información administrativa electrónica. Las TIC han supuesto además una ampliación de los canales de comunicación entre la Administración y los ciudadanos, abriendo nuevas vías de participación innovadoras y creativas. Desde esta perspectiva, la ciberadministración se perfila como un escenario lleno de posibilidades, de retos y desafíos que afrontar.

In 1803 in the colonial South American city of La Plata, Doña Martina Vilvado y Balverde presented herself to church and crown officials to denounce her husband of more than four years, Don Antonio Yta, as a “woman in disguise.” Forced to submit to a medical inspection that revealed a woman’s body, Don Antonio confessed to having been María Yta, but continued to assert his maleness and claimed to have a functional “member” that appeared, he said, when necessary. Passing to América is at once a historical biography and an in-depth examination of the sex/gender complex in an era before “gender” had been divorced from “sex.” The book presents readers with the original court docket, including Don Antonio’s extended confession, in which he tells his life story, and the equally extraordinary biographical sketch offered by Felipa Ybañez of her “son María,” both in English translation and the original Spanish.
