The future airborne early warning aircraft to be operated by the Royal Navy will consist of an advanced radar driven mission system that will include a datalink: this Datalink, as well as advanced sensors and an expanded role, will impose additional work on the aircrew that operate in the rear of the airborne early warning (AEW) aircraft. Operating the existing mission system is, under certain conditions, considered by AEW aircrew to be at the upper limits of tolerable workload. The deluge of information from these advanced sensor systems and datalink is likely to impact on the aircrew performance and hence overall system performance. The KBS group of the Defense, Evaluation and Research Agency (DERA) in Farnborough, UK, has been developing Knowledge Based Systems for Decision Support for over a decade. This experience has been applied to the AEW domain with a high degree of success as demonstrated in a laboratory based concept demonstrator. However, previous work had not accounted for the impacts of the AEW aircraft operating within a digitized battlespace. This paper describes part of a project that was aimed at examining the implications of digitization on the future AEW aircraft and how that would impact the Knowledge Based Decision aids currently being developed. Specifically, the project assessed how datalink would be used and how the information conveyed over datalink could help the aircrew's decisions through greater situation awareness.

This thesis examines whether a Decision Support System (DSS) could be of practical assistance to the U.S. Navy's shipboard Tactical Action Officer (TAO). The environment of the TAO is one of tension and information overload as he monitors the data coming in from sensors and other watchstanders and attempts to determine the tactical situation from these clues. The thesis begins with the assumption that in order to help the TAO perform his duties and reach a correct analysis of the developing tactical picture, a knowledge-based Decision Support System could be developed to assist the TAO by figuring out the identity of, and associated threat presented by each contact and to help him remember what the identity so far has been. Through a series of interviews of qualified TAOs, a set of requirements for such a system was developed. The results were analyzed and the subsequent design made to include analytic capabilities, Rules of Engagement recommendations, and a trackball interface featuring pull-down menus and familiar symbology. The Navy has put forth a new construct for its strike forces that enables more effective forward deterrence and rapid response. A key aspect of this construct is the need for flexible, adaptive command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) systems. To assist development of this capability, the Navy asked the NRC to examine C4ISR for carrier, expeditionary, and strike and missile defense strike groups, and for expeditionary strike forces.
