The Army Transformation places an increased premium on the Army's ability to efficiently keep its equipment ready to fight. The Army envisions relatively small but highly capable units that will deploy rapidly and then engage immediately in highly mobile operations. Because of the need to keep these units light enough for quick deployment and agile maneuver, their support structures must be lean. Yet these lean support organizations must still be able to repair broken equipment quickly. A unit with many weapon systems unable to fight or move will soon become ineffective and vulnerable. The Army cannot realize this vision with today's weapon systems and support capabilities. Achieving the vision will require dramatic improvement in levels of both equipment supportability (i.e., reliability, maintainability, durability, and commonality) and support process effectiveness and efficiency. Such progress requires a detailed understanding of the factors that affect equipment readiness-both the causes of equipment failure and the contributions of each support process in repairing broken vehicles. To help improve the Army's understanding of equipment readiness, RAND Arroyo Center researchers have developed a management and analysis tool that is the focus of a new report, Diagnosing the Army's Equipment Readiness The Equipment Downtime Analyzer (EDA). The EDA enables Army managers to better understand and measure the impact of support processes and resources, equipment usage, and failure rates on readiness. Most important in preparing for the future, EDA data can help the Army evaluate equipment readiness performance in situations involving high operational tempo.

The new Army Vision, with its emphasis on rapid force deployment followed by immediate employment, demands logistics processes and robust equipment that enable soldiers to keep equipment ready to fight. Forces will have to pick up and go in the 'readiness state' they find themselves in at the time they receive a deployment order, must arrive at the area of operation ready to fight, and then must have the ability to sustain a high level of equipment readiness. Achieving this, in turn, calls for dramatic progress in optimizing the Army's ability to keep equipment ready. This requires optimizing the logistics system's equipment sustainment processes as well as enhancing the companion processes-product development and recapitalization-that produce equipment reliability. To do this, the Army must have metrics that realistically portray how well its equipment readiness capabilities support the Army Vision. These metrics should connect the underlying logistics and equipment reliability processes to equipment readiness and illuminate their interactions. Without the ability to make these connections and to see how the component parts fit together to create the overall picture, the Army could make some individual processes highly efficient yet still fall short of satisfying equipment readiness needs.

The Army must be manned, equipped and trained to prevent conflict, shape the security environments and win wars. When adequately tailored, the Army, as part of the Joint Force, provides multiple options, integrates efforts of multiple partners and operates across multiple domains to present enemies and adversaries with multiple dilemmas. The Army Operating Concept, October 2014, identifies the first order capabilities the Army needs to meet these challenges. This Army Equipment Modernization Strategy describes how the Army will apply resources to adapt materiel in the near-term, evolve programs in the mid-term and innovate with Science and Technology for the long-term. In the near-term through FY 2020, the Army will use existing capabilities in new ways, modify and adapt capabilities to respond to new needs and more rapidly exploit new opportunities with innovative approaches. The Army must adapt faster than enemies and potential adversaries. In the mid-term, FY 2021-2029, the Army will evolve capabilities to retain overmatch and enhance expeditionary maneuver to rapidly deploy and conduct operations with ample duration and sufficient scale to win. For the long-term, the Army will innovate with less mature, but promising technologies to sustain Army asymmetric advantages and achieve significant leaps in warfighting efficiency and effectiveness. The Army Equipment Modernization Strategy applies the first principles for technological development which emphasize the integration of technology with Soldiers and teams to Enhance the Soldier for Broad Joint Mission Support. Our Soldiers and our foundational tactical formation, the Squad, must Remain Prepared for Joint Combined Arms Maneuver to defeat enemies at close quarters in urban and complex terrain. Our formations must possess the right combination of mobility, protection and lethality to fight and win. This strategy seeks to simplify systems, maximize reliability, describe equipment that ensures the capacity and readiness to accomplish any mission and reduce logistical demands and life cycle costs. It ensures interoperability and anticipates enemy countermeasures and Enables Mission Command by investing in a network with agile and expeditionary tactical command posts that are supported by a more robust home station architecture.

This paper focuses on the formulation of doctrine since World War II. In no comparable period in history have the dimensions of the battlefield been so altered by rapid technological changes.
