"On 29 January 2007 the United States Air Force issued the final Request for Proposal (RFP) to industry for a new air refueling aircraft termed the KC-X. Although the KC-X will most likely be a commercial derivative, the RFP gives very specific system requirements and capabilities. These capabilities will replace the aging KC-135 fleet. The KC-135 has an average age of over 46 years and is projected to stay in the Air Force until at least the year 2040. This workhorse refueler is literally an "Eisenhower Era" acquisition and has the distinct honor of being the oldest combat weapon system in the United States Air Force (USAF). Every major study done on the KC-135 has come to the same conclusion...recapitalization is needed. This paper seeks to answer the following question: What are the doctrinal imperatives of providing effective airlift support to enclaves? Doctrinal imperatives are those necessary and sufficient propositions that describe the optimal way to employ airlift forces in support of an enclave. In short, this paper attempts to determine the best way to conduct airlift operations to support enclaves. The primary conclusion of this paper is that four fundamental factors influence airlift operations: requirement to capability ratio, threat, support infrastructure, and weather. The second conclusion is that there are two basic methods to employ airlift forces: continuous flow and surge methods. The additional doctrinal imperatives contained in the conclusion relate to the interactions among the four factors affecting airlift operations to support enclaves and the ways in which they influence the two employment methods. Evidence used to derive the doctrinal propositions came from the Luftwaffe’s attempt to resupply the German Sixth Army at Stalingrad from the air, the Berlin Airlift, and the airlift to the Khe Sanh garrison in the Vietnam War.

The US, in order to protect its security, must be able to support its forces currently forward deployed as well as projecting other military forces into regions of the world where they do not exist. Time has become a critical factor because of the rapid mobility of modern armed forces and especially for the US because of its geographic isolation from much of the world. Transport by air becomes the only available method of movement during the early stages of conflict. In order to satisfy that requirement, an airlift force structure must be capable of not only meeting the time constraints, but be capable of carrying a combat unit from its origin to its employment area. The current airlift force does not have this capability. After examining doctrinal and strategic principles, this report recommends a force structure which responds to our national military strategy. First, it recommends modernization of the tactical airlift force through purchase of newer model C-130 aircraft from a production line which is still open. Second, it recommends the purchase of a long-range C- 17 type aircraft which, through its method of direct delivery, can avoid the traditional hub and spoke transportation system and save precious reaction time.

This paper analyzes the projected inter-theater airlift requirements for the U.S. Army Objective Force brigade. The research focuses on analyzing these requirements and comparing them to the projected strategic airlift force structure in 2010 to determine if adequate airlift capability will be available to support the Army goal of deployment anywhere in the world within 96 hours. Background information describing the Army Transformation Program will present a framework for understanding the crucial role of the Objective Force brigade. This paper evaluates information obtained through military transportation organization interviews, articles, presentations, publications, and reports. Primary sources of information were the Air Mobility Command, United States Transportation Command, Defense Technical Information Center (DTIC) documents, and the Boeing Company. The analysis shows that, although closure in 96 hours is possible in some cases, adequate strategic airlift capability will not be available to meet the Army goal for all possible worldwide scenarios. The baseline scenario required approximately 58% of available airlift to be allocated to successfully meet the 96-hour timeline. This is not a reasonable expectation given historical, current, and projected future airlift requirements.
