This work, by William Douglass (who helped initiate the Basque Studies Program at the University of Nevada, Reno) and Jon Bilbao (author of several Basque reference works), is the most accessible overview of the Basque diaspora in the Western Hemisphere. Pandemic Economics applies economic theory to the Covid-19 era, exploring the micro and macro dimensions of the pre-pandemic, pandemic, and post-pandemic phases. Using core economic tools such as marginal analysis, cost-benefit analysis, and opportunity cost, this book explores the breadth of economic outcomes from the pandemic. In this important new book, High argues that poverty reduction policies are formulated and implemented in fields of desire. Drawing on psychoanalytic understandings of desire, she shows that such programs circulate around the question of what is lacking. Far from rational responses to measures of need, then, the politics of poverty are unconscious, culturally expressed, mutually contradictory, and sometimes contrary to self-interest. Based on long-term fieldwork in a Lao village that has been the subject of multiple poverty reduction and development programs, High's account looks at implementation on the ground. While these efforts were laudable in their aims of reducing poverty, they often failed to achieve their objectives. Local people received them with suspicion and disillusionment. Nevertheless, poverty reduction policies continued to be renewed by planners and even desired locally. High relates this to the force of aspirations among rural Lao, ambivalent understandings of power and the "post-rebellious" moment in contemporary Laos.

The HIV/AIDS epidemic in Africa has defined the childhoods of an entire generation. Over the past twenty years, international NGOs and charities have devoted immense attention to the millions of African children orphaned by the disease. But in Crying for Our Elders, anthropologist Kristen E. Cheney argues that these humanitarian groups have misread the ‘orphan crisis’. She explains how the global humanitarian focus on orphanhood often elides the social and political circumstances that actually present the greatest adversity to vulnerable children—in effect deepening the crisis and thereby affecting children’s lives as irrevocably as HIV/AIDS itself. Through ethnographic fieldwork and collaborative research with children in Uganda, Cheney traces how the “best interest” principle that governs children’s’ rights can stigmatize orphans and leave children in the post-antiretroviral era even more vulnerable to exploitation. She details the dramatic effects this has on traditional family support and child protection and stresses child empowerment over pity. The chapters consider how transnational charitable industries are created and mobilized around childhood need—highlighting children in situations of war and poverty, and with indeterminate access to health and education—to redirect global resource flows and sentiments in order to address concerns of child suffering. The authors discuss examples from around the world to show how, as much as these processes can help achieve the goals of aid organizations, such practices can also perpetuate the conditions that organizations seek to alleviate and thereby endanger the very children they intend to help.
