Excerpt from Journal of the New England Water Works Association, Vol. 21: 1907 An idea will obtain in the classroom, office, or laboratory which, if carried out or closely approximated in construction, would give excellent results; but how often this idea is forgotten or over looked in construction, and crude - yes, cruel - methods of work are suffered! This can, under some conditions, be said even of cement-testing. Young men without previous experience or any knowledge whatever of the subject are sometimes selected for this work; and although they may have a high degree of intelligence, and be industrious and conscientious in their work, yet the best that can be said of such a selection is that it is more likely to result in causing a good cement to be questioned than in passing a poor one, although the latter chance is not remote; meanwhile, little consideration is shown the manufacturer or the reputation of his product. Once asked to explain the difference in results obtained by two testers working together, using the same amount of water in mixing and following the same methods of molding, etc., I offered the somewhat parallel case of two cooks making bread from the same flour, same yeast, and same formula throughout, and yet the quality and appearance of the loaves would be quite unlike. The personal equation cannot, perhaps, be removed in testing cement, but other conditions that vitally affect the results can be brought to a more uniform basis, and these in ordinary practice may briefly be summed up as the quantity of water used to pro duce a paste or mortar of given consistency, time and manner of manipulation, method of molding, temperature of water and air. In the working out of this problem the advice of water - works officials, fire chiefs, insurance organizations, etc., was obtained, so that the final result might be said to represent the best opinion obtainable on the various subjects considered. It is, of course, not to be claimed that the Schedule is perfect, as the practical application has shown that various changes have been necessary to meet certain local conditions; but we do feel that by the results so far obtained it is a forward step in the right direction and is a vast improve ment over the old method. The first and second are more difficult to reach. In old systems it frequently happens that large leaks occurring in porous soil, under streams or near sewers, may continue for years without giving any surface indications and thus escape the attention of the unthinking or careless official. Usually it is feasible at some labor and expense to locate and stop these larger wastes, but the smaller leaks occurring at imperfectly made lead joints or at minute cracks in the pipe represent a class of losses generally felt to be incurable. It is more especially with these types of leakage and some observations regarding the amount lost in this way that this paper deals. They rarely cause much concern to the water - works man, although the total volume lost in a year is often very large.
