In ten articles written and mostly published between 1977 and 1994, Martin (modern history, U. of Freiburg) explains that the similarities between Japan and Germany go back nearly to the foundation of the two national states, in 1869 and 1871 respectively. He documents how after trying several other approaches, the Japanese adopted the Prusso-German model of modernization, and restructured the constitution, government administration, the legal and education systems, the army, and finally the social system. They both recovered from the depression of the 1930s by armament production and supra- nationalist ideology, and were then natural allies by the time World War II began. Ever since Commodore Perry sailed into Uraga Channel, relations between the United States and Japan have been characterized by culture shock. Now a distinguished Japanese historian critically analyzes contemporary thought, public opinion, and behavior in the two countries over the course of the twentieth century, offering a binational perspective on culture shock as it has affected their relations. In these essays, Sadao Asada examines the historical interaction between these two countries from 1890 to 2006, focusing on naval strategy, transpacific racism, and the atomic bomb controversy. For each topic, he offers a rigorous analysis of both American and Japanese perceptions, showing how cultural relations and the interchange of ideas have been complex--and occasionally destructive. Culture Shock and Japanese-American Relations contains insightful essays on the influence of Alfred Mahan on the Japanese navy and on American images of Japan during the 1920s. Japan is aging rapidly, and its government has been groping with the implications of this profound social change. In a pioneering study of postwar Japanese social policy, John Creighton Campbell traces the growth from small beginnings to an elaborate and expensive set of pension, health care, employment, and social service programs for older people. He argues that an understanding of policy change requires a careful disentangling of social problems and how they come to be perceived, the invention (or borrowing) of policy solutions, and conflicts and coalitions among bureaucrats, politicians, interest groups, and the general public. The key to policy change has often been the strategies adopted by policy entrepreneurs to generate or channel political energy. To make sense of all these complex processes, the author employs a new theory of four "modes" of decision-making--cognitive, political, artifactual, and inertial. Campbell refutes the claim that there is a unique "Japanese-style welfare state."
