During two historic days in Paris in November of 1998, representatives from around the world joined together to discuss the transnational practice of law. The Paris Forum on Transnational Practice for the Legal Profession was historic because it was the first meeting of multiple bar associations devoted entirely to a discussion of transnational legal practice. Before the Paris Forum, some bar associations had set aside time during their meetings to discuss transnational legal practice issues, as opposed to substantive law issues. Transnational legal practice had also been included as a topic in general conferences that were not limited to legal services or legal topics. The Paris Forum, however, was the first multi-day meeting of lawyers from around the world devoted solely to this topic. One of the factors that led to the organization of the Paris Forum was the inclusion of legal services in the WTO's General Agreement on Trade in Services (GATS) which took effect January 1, 1995. The Paris Forum provided the impetus for the ABA, the CCBE, and the Japan Federation of Bar Associations to circulate discussion papers outlining their views on various transnational practice issues. The papers from the Paris Forum were published in a 1999 Symposium issue of the Dickinson Journal of International Law. This article provides the introduction to that Symposium issue. By agreement with the Paris Forum sponsoring bar associations, this article is descriptive of the Paris Forum events, rather than evaluative. It includes statistics about transnational practice of law and provides examples of regulatory responses to this phenomenon. The article explains the objectives of the Paris Forum, including the relationship between the GATS and the Paris Forum. This article continues with an explanation of the preparations undertaken for the Paris Forum. It addresses the work product of, and events at, the Paris Forum, including the conference agenda, the closing communiqué, and the discussion papers prepared by the CCBE, the Japanese Federation of Bar Associations and the American Bar Association Section of International Law and Practice, who were the three major sponsors of the Paris Forum. The article concludes with observations about the future of transnational legal practice regulation.
