This pamphlet includes discussion of the proposals contained in(1) the Presidents FY 1988 budget to increase per-participant annual premiums to the Pension Benefit Guaranty Corporation (PBGC) and to make structural revisions to the premium program, and(2) the Presidents competitiveness proposals as they relate to defined benefit pension plans. Part I of the pamphlet is a summary. This is followed by a discussion of the PBGC single-employer insurance program and the variable rate premium proposal (Part Ii), minimum funding standard and deductions (Part Iii), termination of underfunded plans (Part Iv), employer access to assets of overfunded plans (Part V), and post-retirement medical benefits (Part Vi). In each of Parts II- VI, there is a description of present law, the Administration proposal, and the General Accounting Office (GAO) report recommendation (where made), as well as an analysis of issues. The Subcommittee on Private Retirement Plans and Oversight of the Internal Revenue Service of the Senate Committee on Finance has scheduled a hearing on May 18, 1987, which will focus on the proposals to increase and revise the PBGC premium program, to modify minimum funding requirements for defined benefit pension plans, to alter the rules governing the termination of underfunded pension plan, and to revise the conditions under which employers may recover excess assets from overfunded pension plans.
